General Construction Manager – Decommissioning of Lafayette Paper, New Windsor, NYPrimary Role: Continued management (see prior position) of environmental, engineering, and operating issues associated with the foreclosure and orderly shut-down of a viable recycled-occ paper mill since 1997 and provided on-going continuity with stakeholders in reconciliation of this legacy liability.

Due Diligence: Development and oversight of comprehensive Environmental, Property Condition Assessment (PCA), Probable Loss (PL), and Appraisal programs serving 14 lines of business for what was the nation’s largest public finance company (bankruptcy in 2001; on-going liquidation managed by Berkshire-Hathaway and Leucadia). Construction Monitoring: Analysis of site plans and specifications, construction contracts, AIA schedules, progress schedules, engagement of independent inspecting architects, and review of inspecting architect reports in support of Loan Administration group. Security & Maintenance: Stabilization, fortification, and mothballing of REO properties (active and dark buildings). Routine inspection of owned facilities, preparation of capital budgets, establishing immediate needs and reserves budgeting, and scheduling work accordingly ranging from completion of construction to demolition. Preparation of capital budgets and subsequent coordination/oversight of capital maintenance work. Facilities required extensive work to stabilize and restore function. Loss Prevention / Insurance: Preparation of Repossessed Property Underwriting Reports for FINOVA property and casualty programs; and participation in claims management (e.g., fire, flood, storm events).

Opened branch and integrated existing geotechnical / materials testing operation. Marketing, operations, and senior review of environmental, geotechnical, and construction materials testing (on-site lab) deliverables.
