Responsible for the administration of the Construction Completion Agreement (CCA) between Bechtel and Georgia Power Company, for itself and as Agent for Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and the City of Dalton Georgia as Owners, for completion of construction of Vogtle Units 3 & 4. Vogtle Units 3 & 4 are the first new nuclear reactors built in the United States in over 30 years. The CCA is a USD 7.5B + construction contract for two Westinghouse AP1000 nuclear reactors. Bechtel is responsible for construction completion with a workforce that peaked at over 5500 craft workers and over 1000 non-manuals.Responsibilities include establishment of contract baseline, identify areas of risk, prepare risk mitigation plans, develop and implement contract management plan, establish a project change order procedure coordinate with project team to identify customer related actions or inactions resulting in constructive contract changes, and prepare change order requests. Also, develop negotiation strategy and support/conduct contract negotiations. Manage the handling of contract close out as well as manage personnel assigned to the project contracts organization.Ensure all members of project team have contract awareness and conduct Prime Contract Awareness training with non-manual employees.

Al-Riyadh Governorate, Saudi Arabia

Managed the development and coordination of 25 design subcontractor claims totaling nearly $1.0B for the Riyadh Metro Project. Claims covered nearly every element of Package 1 scope including stations, viaducts, track, and depots.Responsibilities include coordination with engineering and construction teams, research history of tender and prime contract development, disect tender estimate and pricing as well as equipment supplier and subcontractor costs in support of claim development.

As DPE for Project MENSA, I chair a monthly project review meeting which is a working level status review of the project. The purpose of the DPE role is to provide the project team access to a seasoned and experienced manager who is to bring an objective and balanced view to the project team, who are by necessity, immersed in the details.Project MENSA is an ~ $2.0B project in the UK for the assembly and disassembly of nuclear warheads designed to meet the needs of the Ministry of Defence’s (MOD) nuclear threat deterrent program.The DPE role is in addition to my day-to-day responsibilities on the Coker Heater Replacement and Fuel GAs Conditioning Projects noted below.

Project Manager for the Coker Heater Replacement and Fuel Gas Conditioning projects at BP’s Cherry Point 245,000 BPD Refinery in Blaine WA. Responsible for contract performance including profit/loss, customer satisfaction, safety and quality performance, and cost and schedule performance.Customer re-engaged Jacobs on this project in late July 2015. I was responsible for re-assembly of project team and supporting BP through the refresh of the project cost and schedule and assisting with customer end-of-stage gate reviews. Project passed with one of the highest IPA scores for the Phase.January of 2016 we started on the Define stage effort for engineering design, procurement, and completion of a + 10% estimate. We are also in process of purchasing on behalf of customer long-lead items (coker heaters and reciprocal compressor) during this Phase.As a result of our performance prior to project suspension in 2014, customer awarded us a second project (Fuel Gas Conditioning) at start of Define stage in January 2016. This project was previously being done by competitor. Value of the combined projects is ~$255.0MM.

Project Manager for the proposed Crude PreFlash Tower project at the Pasadena Refinery Systems Inc. (PRSI) 100,000 BPD refinery in Pasadena TX. Responsible for execution of the Phase 2 and Phase 3 engineering effort (current Jacobs scope) including overall contract profit/loss, customer satisfaction, safety and quality, and cost and schedule performance.Customer deliverables include a + 25% Total Installed Cost (TIC) estimate and Decision Support Package (DSP) for Phase 2 and a + 10% TIC and DSP for Phase 3.Customer is a new customer for Jacobs (Petrobras) and performance goal is selection for execute phase of the project.Customer subsequently cancelled project.

Project Manager for the Coker Heater Replacement project at BP’s Cherry Point 245,000 BPD Refinery in Blaine WA. Responsible for contract performance including profit/loss, customer satisfaction, safety and quality performance, and cost and schedule performance.Customer deliverable included a +30% TIC estimate which was delivered one month ahead of schedule and ~ $700k under budget. BP suspended the project due to capital expenditure tightening in October of 2014 however was willing to pay retainer to reserve key team members (including PM) until project resumed. This decision was based on BP’s observed performance of team.

Area Project Manager (APM) on the Wheatstone LNG project for the LNG/Condensate Tanks subcontract and the Other Field Erected Tanks (OFETs) subcontract. These are lump-sum engineering, procurement, and construction (EPC) subcontracts. The LNG/Condensate Tank subcontract was awarded to a joint venture of Entrepose, Vinci, and Thiess (EVT) while the OFET’s subcontract was awarded to CB&I. • As APM for the Tank work I was responsible for overall safety, quality, cost, and schedule performance for the two subcontracts totaling approximately $600 mm

As Senior Project Manager for the Wheatstone Liquefied Natural Gas (LNG) Project I was responsible for Risk and Interface Management. The Wheatstone Project is an $11.0B (Bechtel Scope) LNG plant located in Western Australia. My responsibilities as Risk and Interface Manager include the implementation of both the Risk and Interface Management Programs in support of Owner requirements. Implementation of both involved development of tools, staff and work processes for the effective identification and management of both risks and interfaces for the Bechtel scope of work. • Implementation for both involved piloting new application software; for Risk Management the Wheatstone project piloted the Active Risk Management (ARM) platform that has since become a standard application process for the Bechtel Group of Companies. Interface Management involved development of a comprehensive Access data base for tracking and managing third-party interface activity.

As Construction Proposal Manager I was responsible for construction execution planning in response to new work bids. My responsibilities include overall execution strategy including construction schedule sequence and duration, direct labor strategy, field non-manual staffing and mix, construction equipment planning and utilization, and construction turn-over planning and sequence for start-up and commissioning. • This role was created in response to internal assessment and application of Best Practices falling out of the review of several large “legacy” projects where it was determined that construction execution planning was a key improvement opportunity to avoid future performance issues.

Senior Project Manager with the GE / Bechtel Alliance for Integrated Gasification Combined Cycle (IGCC) and currently responsible for overall execution of Bechtel’s EPCM scope ($1.019B) for a $2.350B IGCC facility. The project is the first IGCC to be built in the US in 15 years. • As Senior Project Manager, I was responsible for ensuring that the project is delivered consistent with contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations. This includes supervising the development of budgets and schedules, managing performance, reporting progress, and initiating action to assure project objectives and schedules are met and work is performed within budget and according to specifications. • Managed an integrated GE / Bechtel team from feasibility study through front end engineering development (FEED) effort for a nominal 630 MW IGCC facility for a mid-west utility customer.

Baghdad, Iraq

• Managed the development and award of two new generation projects totaling 540 MW’s and was project manager for the Baghdad South project. • Primary responsibilities included working with representatives of the Iraqi Ministry of Electricity (MoE) and United States Agency for International Development (USAID) to finalize plans for and to implement construction of new generating capacity for Iraq. • Within a fast-track four month period scoped, competitively bid internationally, negotiated, and awarded lump sum turn-key (LSTK) new generation projects to Siemens-Westinghouse and to General Electric for sites in Kirkuk and Baghdad utilizing Siemens’ V94.3A and V64.3A and General Electric’s 9E combustion turbine technology respectively. • Scope variances on each project were less than 2.5%.

Spalding, Lincolnshire U.K

• Supported the senior project manager in performance of the Spalding Energy Project in the United Kingdom. The Spalding Energy was a 860 MW LSTK project combined cycle plant comprising two GE 9FA combustion turbine generators (CTG’s), two NEM three-pressure reheat heat recovery steam generators (HRSG’s) and a Hitachi dual-admission reheat steam turbine generator (STG). • Principal duties included overall schedule development, management of the design engineering, management of construction subcontract package development, and oversight of the fabrication and delivery of the Hitachi steam turbine, the critical path of the overall project schedule. • Engineering completed on schedule, the steam turbine was delivered five (5) weeks ahead of guarantee date, subcontractor requests for extra’s were less than 3.0%, the project completed one and a half (1.5) months ahead of the guarantee date, and as-booked gross margin (GM) significantly improved.

Yuba City, California Area

Managed the overall contract performance the Sutter Power Plant Project in Yuba City, California. The Sutter Power Plant Project was a 550 MW LSTK gas combined cycle power plant consisting of two Siemens-Westinghouse 501F CTG’s, two Vogt three-pressure reheat HRSG’s and a Siemens-Westinghouse STG. • Responsibilities include overall project execution, ensuring that the project was delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations. This included supervising the development of budgets and schedules, managing performance, reporting progress, and initiating action to assure project objectives and schedules were met and work performed within budget and according to specifications. • The Sutter project completed six (6) weeks ahead of the guarantee date and the Owner achieved commercial operation eight (8) weeks ahead of their commitment to California Energy Commission. This was in spite of a very competitive labor market in California due to the number of power projects at the time. The project also met its as-booked GM target through aggressive scope and contract management.

Cali, Columbia

Managed the overall contract performance the TermoEmcali Power Project in Cali Colombia. The TermoEmcali Power Project was a 240 MW LSTK gas combined cycle power plant consisting of one Siemens-Westinghouse 501F CTG, one Distral three-pressure reheat HRSG and a Mitsubishi STG. • Responsibilities include overall project execution, ensuring that the project was delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations. This included supervising the development of budgets and schedules, managing performance, reporting progress, and initiating action to assure project objectives and schedules were met and work performed within budget and according to specifications. • The TermoEmcali project exceeded its as-booked GM target even though the project completed five (5) months later than the guarantee date. Delays were attributable to both equipment and infrastructure problems. However, cost increases associated with the delays were fully recovered through responsible parties and management of insurance program.

Maryland

Managed the development of the 240 MW LSTK TermoEmcali Power Project. Deliverables included project price, scope book and contract suitable for Owner to obtain bond financing and reach financial close in March 1997. The project received an award from Project Finance Magazine for financial innovation and received Bechtel’s Marketing and Business Development Award for the Latin American region. • Managed and won a competitively bid five (5) year Partnering Agreement with an important mid-Atlantic utility customer. Award was based on a creative incentive-based fee structure. During the period of performance, Bechtel was awarded 100% of incentive fees. • Negotiated on an open-book basis a sole source simple cycle combustion turbine project with an important mid-Atlantic utility customer. The customer was able to demonstrate competitiveness and prudence of the sole-source approach and win approval of the State Utility Commission. Bechtel was able to execute at significantly improved as-booked GM. • Executive Assistant to Bechtel Senior Vice President who was responsible of the Gaithersburg Regional Office (GARO). The GARO employed over 4000 people and had an annual operating budget of over $75 mm. Principal responsibilities included liaison with department and business managers to coordinate senior management objectives and monitor and analyze GARO office performance results.
