Program Chief, Employment Relations/Labor Relations (Acting)
Provide program management and administrative supervision of those staff performing human resources work in the program areas under the incumbent's area of responsibility. The incumbent is the senior subject matter expert in assigned program areas and advises managers locally and nationally within the Community Care organizations within the Department of Veterans Affairs. These organizations are comprised of approximately 25 customer organizations locatedthroughout the United States and include approximately 8600 employees. Theseagency-wide level organizations have established agreements with WorkforceManagement to receive servicing through Workforce Managements shared servicehuman resources business line. Support is also provided to Office of Information &Technology (OI&T) staff at the previously referenced organizations’ locations. Work performed by these program areas include: matters related toconduct, performance management, awards programs, attendance, workers' compensation, leaveprograms, work schedules, the Drug Free Workplace program and associated functions;Dispute resolution and/or work involved in maintaining effective relationships with labororganizations that represent Federal employees, negotiating and administering Laboragreements, and providing guidance, advice and consultation to management on a variety oflabor relations issues; The incumbent has responsibility for national level negotiations,investigation of conduct issues, and advising national level program executives as issues pertain to the assigned program areas.

He is responsible for the overall functioning of the plans section of the BCD. Primary duties are to coordinate with the CAOC staff to integrate and synchronize the application of air power for ground force plans. Duties also include keeping the CAOC combat plans division informed on the following: Friendly and enemy operations and scheme of maneuver, targeting concept and priorities; Planned FSCMs; Munitions or targeting restrictions that may affect air operations planning; AI and preplanned close air support (CAS) requests; In addition, he provides information on Coalition Forces Air Component Command (CFACC) capabilities and plans to the ground forces plans element; Advises CAOC strategy division on current ground force strategy and coordinates changes.
