Mr. Nixie is well-respected in the federal construction industry with 38+ years of construction management, supervision, and engineering experience in the federal and commercial markets. As Director, Operations for Elite's Government Division he leads, directs, and coordinates the overall management of federal government construction projects. Specifically, he has 18 +years of USDOE work involving construction projects at the Hanford Tank Farms in Washington and at the Idaho National Lab. Mr. Nixie has significant experience performing construction management, engineering, and startup roles for fixed price contracts in the DOE, DOD, and commercial markets. He is well traveled with extensive experience in the Chemical Demilitarization arena as well as Commercial Nuclear projects.

As Construction Manager, Mr. Nixie was assigned to WRPS Project Managers to coordinate design review, project scope development, contract scope of work definition, construction contract award and project execution leading to project closure. He also served as CM for multiple ongoing and future infrastructure upgrades at ETF/LERF and AP Farm Waste Feed Delivery /Tank Side Cesium Removal Project (WFD/TSCR) execution. Major projects included 241-AP/SY Exhauster System Installation Project, 242-A Evaporator DSA Upgrades, Tank Farm Automation Upgrades and numerous infrastructure upgrades at 242-A and Effluent Treatment Facility. The 241-AP Exhauster System Installation project was recognized by the PMI Columbia River Basin Chapter for the 2017 Project of the Year and a PMI Global Conference Award for Project Excellence 2017.

As General Superintendent, Mr. Nixie performed a lead role mobilizing and starting construction of the Integrated Waste Treatment Unit at the INTEC facility at the Idaho National Lab. He was responsible for design, construction and maintenance of temporary power distribution system. Mr. Nixie managed contractors performing construction of concrete batch plant upgrades and bulk material storage facilities. He also authored and coordinated construction Lockout and Tagout program.As Project Superintendent, he was responsible for the management of all field activities on assigned projects at the USDOE Hanford Site and the Northwest region. Projects included a $5 million fixed price contract with Fluor Hanford to replace the Hanford Central Plateau 230-kV Substation including major capital equipment and controls.

Mr. Nixie was responsible for supervising electrical craft installing Equipment, Cable tray, Supports, Raceway and Cable. He coordinated daily manpower efforts in support of Project Construction Schedule. Interface with Engineering and Corp of Engineers personnel to incorporate lessons learned from prior demil project experience. He was also responsible for daily management for direct and subcontracted labor involved in plant upgrades, modifications, instrument, and equipment calibrations.

Mr. Nixie was responsible for Construction Management and supervision of electrical subcontractor personnel in all phases of construction, test and turnover of electrical installations and systems. He monitored subcontractor production, quality and milestones in accordance with contract requirements. He was responsible for evaluating material, vendors, and engineering proposals for compliance with project specifications and design drawings. He supervised daily construction activities for installation of site ground grid, duct banks, raceway, equipment and cable; and coordinated a multi-discipline constructability review to redesign and minimize commodity interference. He coordinated various subcontractor and Corps of Engineers personnel to resolve conflicts and ensure project requirements were achieved. As superintended he was responsible for daily management for direct and subcontracted labor involved in plant upgrades, modifications, instrument, and equipment calibrations.

Watts Nuclear Power Plant, Ten Mile, Tn

Created field generated designs for equipment, raceway and support arrangements for electrical and civil commodities. Supervised and supported craftsmen in installations of power distribution, I/C, lighting, security, radiation monitoring, communications and fire detection systems. Performed final inspections to ensure compliance to specifications and procedures. Responsible for preparation of weld data sheets, authorization of safe work permits and interdisciplinary reviews for excavation and core drilling permits. Performed detailed constructability reviews before DCN issuance to minimize design changes. Routinely conducted weekly safety meetings, training sessions and pre-job briefings for engineering, QC and multi-discipline craft personnel.
