Principal advisor to Navy leadership through the Installation Division of Fleet Readiness and Logistics concerning Installations and Environmental Readiness. This includes policy and oversight, budget development and programming, and requirements validation of Base Operating Support, environmental air, water, and afloat compliance programs, range sustainment, environmental restoration, and hazardous waste programs. Overseeing the actions of two deputies and seventeen subject matter experts, we monitor and act upon all Navy equities in these frequently high profile areas of responsibility.

Principal advisor to Navy leadership concerning the Shore Readiness Division of Fleet Readiness and Logistics budget development and programming through the Navy’s Planning, Programming, Budgeting, and Execution (PPBE) system. Development, analysis, and evaluation of this ten billion dollar program is conducted from assessment through execution. Responsible for integrating Facility Investments, Base Operations, and Security-related requirements into a single Shore Readiness Division program submission into the Fleet Readiness and Logistics overall budget.

Providing leadership and management to a corps of high-performing program managers delivering the Navy’s shore support to the warfighter through military construction, facilities sustainment, restoration and modernization, demolition/consolidation, family housing maintenance and construction, and planning for and mitigating challenges presented by the changing arctic and global environment. Develop and interpret policies and guidance concerning all aspects of facilities management.

The Dahlgren Heritage Foundation is a 501(c)(3) non-profit organization whose mission preserves and promotes the history, traditions, heritage, and culture of the U.S. Navy at Dahlgren, Virginia, and the surrounding community.The Foundation has established the Dahlgren Heritage Museum with the vision to generate a public understanding of the impact the community and U.S. Navy base at Dahlgren, Virginia, have had in using science and technology to strengthen national defense, particularly through support for war fighters.Additionally, the Foundation plans to provide for the long-term preservation efforts and educational activities associated with sharing the stories and interpreting the U.S. Navy's physical, technical, intellectual and social contributions to King George County, the Commonwealth of Virginia, and the nation.

Shore Strategic Planner for the Facility Investments Branch of the Navy’s Shore Readiness Division (OPNAV N46). Developing Navy’s shore infrastructure optimization strategy ensuring the right assets are available in the right locations at the right times. Guiding evaluation of the Navy’s existing processes for accountability and evaluation of over 116 thousand buildings and structures worldwide. Identified issues and implemented mitigations resulting in an increase in data reliability and accuracy. Improved data maintenance enabling the ongoing identification of opportunities for consolidation, realignment and/or disposal of assets, increasing overall utilization rates while minimizing total ownership costs. Fiscal Year 2013 has already seen the disposal of over 970 thousand square feet of office space and the identification of another 774 thousand square feet of various types of facilities for demolition. Regularly prepare responses to requests from Congress, the Government Accountability Office (GAO) and Office of Management and Budget (OMB) concerning policies, processes and accountability of Navy real property. Resource Sponsor for the Navy’s Demolition/Consolidation funding line, assessing requirements and programming the 5 year Future Year Defense Program (FYDP), balancing this funding line with the needs for sustainment, repair and modernization, and military construction throughout the Navy.

Provided management and oversight of base operations on two navy installations spread over 5 geographically separate areas in two states supporting 15 commands employing a work force of 12,500 personnel. Interpreted guidance from higher authority, developed changes to existing local policies and regulations, and ensured implementation.

Represented the US Navy in all matters concerning Foreign Military Sales (FMS), Training and Joint/Combined operations with the Brazilian Navy.

Provided management and oversight of program budget development, submission and execution in support of Target and Threat Simulator Development for Navy Test and Evaluation programs.

Directed the maintenance and operation of propulsion plant consisting of eight boilers, four main engines, eight turbine generators for the production of electricity, six evaporators for the production of fresh water, and four steam catapults for launching aircraft along with all associated equipment. Led a workforce of 320 skilled engineers and technicians.
