Leads Global Test and Solutions CoE for RMS Client Integration Services. Responsible for RMS(one) client data migration, verification and validation, integration, end-to-end, performance, and user experience (UX) testing for insurance and reinsurance cloud based platform and enterprise application. Developed COE strategy and execution plan for client, cloud, iPaaS, and SaaS integrated solution testing.

Leads the corporate development and operations of Test and Evaluation capabilities and strategies across all of TASC’s 12 business units. Supported testing contracts across the USG, and other federal/civil/commercial agencies valued over $130M annually. The COE’s portfolio of services includes software test automation, processes, IV&V, and cyber security capabilities to develop and implement long-term quality and testing strategies. Had direct profit and loss responsibilities for $112M in annual Information Systems Division revenue and 500 system and test engineer personnel. Responsible for multiple white space bid and proposal (B&P) wins valued at over $50M. Led, developed, and executed B&P strategy resulting in $200M in task order wins while maintaining a 50% plus win rate over 6 other competitors.

Provides cross-functional and operational leadership for mulitple contracts supporting the DoD and Fed/Civil Agencies. Leads $72 million advisory services group with special emphasis on business development and systems engineering and integration for manned/unmanned sensor platforms . Lead operations and strategic direction with full P&L responsibility, including long-range planning, technology assessments/certification, and agile development/testing processes. Provide cross-functional management, direct over 400 analysts and engineers. Overseas technical support for 220 task orders related to system engineering/integration and test of IT/NSS and C4ISR systems.

Provide technical and operational direction for a $16 million software development and analysis advisory services group. Lead operations and full profit and loss responsibility, including planning, managing and providing strategic guidance and direct oversight for software and hardware development programs across the US. Developed, documented, and refined user-requirements for cutting edge technology projects.

Directly supported two Presidents of the United States while assigned to the Joint Chiefs Staff, Operations Team-Five, Washington-Moscow Direct Communications Link, also known as the Hotline. Operated, maintained, and conducted operation on the U.S. President’s crisis communications link with the Russian Federation President. Planned, led, and executed joint US-Russian software tests for next generation Hotline applications. Awarded numerous combat and peacetime awards for outstanding performance and service (e.g., Legion of Merit, Defense Meritorious Service, Distinguished Unit Citations).
