Kuala Lumpur, Malaysia

Mr. Simmons represented the U.S. Department of Commerce in Malaysia. He oversaw commercial diplomacy and policy engagements with the Government of Malaysia and managed a team who facilitated U.S. goods and services exports to Malaysia and promoted the United States as an investment destination.

Beijing, China

Mr. Simmons served as the Industry Team Leader for the Agribusiness, Automotive, Franchise (and retail), and Healthcare (pharmaceuticals, medical devices, cosmetics, etc) industry portfolios for the U.S. Commercial Service in Beijing. In this capacity he managed a team of eight who assisted businesses in these sectors to import U.S. goods and services to China. Mr. Simmons' role included assisting U.S. firms on U.S.-China trade policy matters related to these industries. Finally, Mr. Simmons and his team promoted U.S. Foreign Direct Investment in these sectors.

Cairo, Egypt

Dennis Simmons served as the Deputy Senior Commercial Officer at the U.S. Commercial Service (CS) North Africa and Levant regional office in the U.S. Embassy in Cairo, Egypt. He was the senior advisor to the Regional Senior Commercial Officer focusing on regional market development and business development for the North Africa and Levant region. Mr. Simmons also managed the industry portfolios for Egypt. In this capacity he helped manage an office that assists U.S. exporters entering the Egyptian market - the fourth largest export market for U.S. products and services in the Middle East. Since 2010, the office has assisted in nearly $1 billion worth of US export transactions.

Mexico City, Mexico

As First Secretary for Commercial Affairs, Mr. Simmons served as the Senior Advisor to the Senior Commercial Officer in Mexico on business development developing communication and outreach strategies and streamlining the business processes of four CS Mexico offices. Mr. Simmons also provided leadership to the Energy, Renewable Energy, Environmental Technology and Financial Services industry team. Dennis managed all internal and external communication including marketing and outreach strategies and implementation, customer service, and service/product standardization. In addition, Dennis managed the IT Systems team.

Middletown, Ct

Mr. Simmons assisted in implementing the National Export Initiative by working with Connecticut businesses to grow their international sales by identifying export markets and helping businesses navigate exporting challenges by devising export strategies for their U.S.-manufactured products and U.S.-based services. He counseled Connecticut firms on potential export market and export procedures and assisted Connecticut firms on foreign market identification and market entry strategies. Mr. Simmons also planned and organized several export promotion trade events in the state of Connecticut.

Mexico City Area, Mexico

Mr. Simmons managed the Aerospace, Defense, Security and Financial Services portfolios in Mexico during the creation of the Merida Initiative which offered USD 1 billion in assistance to Mexico to combat drug trafficking. He directly managed a team of three Commercial Speciliasts who identified best prospect markets for U.S. products and services. Mr. Simmons counseled U.S. firms on the best market entry strategies in aerospace, defense, security, and financial sectors, among others. He also interfaced with various agencies within the Embassy community to mine trade opportunities.

Dominican Republic

Mr. Simmons serves as the Deputy Regional Senior Commercial Officer for the Caribbean at the U.S. Embassy in Santo Domingo during the negotiation and initial implementation of the DR-Central America Free Trade Agreement. Mr. Simmons oversaw U.S. Department of Commerce operations in five Caribbean nations with an annual budget of over $900,000. He directly managed a team of seven Commercial Speciliasts who identified best prospect markets for U.S. products and services throughout the Caribbean. During his tenure his team produced 641 Export Transactions valued over $165 million.

Washington D.C. Metro Area

Mr. Simmons worked for the International Trade Administration as the Associate Director for West European Operations. In this capacity he managed U.S. Department of Commerce operations in Western Europe. He evaluated, analyzed, and advised Senior Management on optimizing program objectives. He monitored and analyzed performance results of all posts in Western Europe. Mr. Simmons developed procedures and systems for assessing the effectiveness of program/management process. He made recommendations directly impacting principal program goals and region objectives and he monitored the budgetary processes.

As a Country Operations Officer for the Russia and the Newly Independent States, Mr. Simmons manages U.S. Department of Commerce operations in Eastern Europe and the former Soviet Union. He ensured operations and programs met and exceeded the US business communities’ needs. He provided support for senior officials and management, assessed client needs and perform tasks to meet and exceed the overall success of the mission. Mr. Simmons also managed the budgetary processes.

As a Program Officer for the Russia and Newly Independent States Business Development Committees, Mr. Simmons managed the Business Development Committee Initiative program with former Soviet Union republics. He conducted analysis of economic and commercial data to develop policy recommendations and trade investment programs to be pursued through US business development committees with Russia, Ukraine, Kazakhstan and Belarus. Mr. Simmons collected data on assigned countries, industry centers and US government programs. He conducted consultations with industry representatives and other inter-agency government officials. Mr. Simmons managed $2 million budget and maintained the activities database. He also assisted in the formulation and implementation of US International Trade and Investment policies with the goal of promoting US Exports.
