Dennis Chang is a seasoned entrepreneur, software architect and CTO. He is currently the Chief Technology Officer (CTO) of software house El Pando Pte Ltd.Dennis started coding at a young age and had developed Singapore's first smart-card-based Single-Sign-On (SSO) system for Ministry of Home Affairs during his university days. Dennis started his professional career as an R&D engineer at German smart card manufacturer Giesecke & Devrient, and moved on to a senior software engineer role at Singapore Technologies Training & Simulation, where he led his team in the development of multi-million-dollars Real-Time Distributed Naval Warfare Instrumentation System. During his short stint at the Tel Aviv airbase in Israel, he worked closely with a multi-national team of engineers on Mission Planning & Debrief Station software for an Airforce Operational Datalink project.In 2006, Dennis founded Lexel Technologies Pte Ltd and created their proprietary product MoCo SMS Suite which was distributed both locally and in regions like Southeast Asia, Central America and Africa. Subsequently, Dennis was engaged as the CTO of 3D simulations company Tribe Studios Pte Ltd in 2015. He was in-charge of setting the technical direction of the company and was also the chief solution architect for the company's key products/projects, including various 3D serious games, LMS, Facility Management System and AR/VR systems.In 2017, Dennis co-founded El Pando Pte Ltd, a boutique software house with a deep focus on education and healthcare industries. On top of having its own proprietary Pando framework and product lines, El Pando has also successfully delivered bespoke software projects to notable clients in the government agencies, hospitals, academic institutions, SME and tech startups. In 2018, Dennis was appointed as the CTO for healthcare tech startup Carer Pte Ltd. He is also the Chief Solution Architect behind Carer mobile and web platform.The various software systems designed by Dennis were exhibited in international IT conferences like Info-security Asia, IMDEX Asia, Tech In Asia, as well as local events like Lifelong Learning Festival and WDA SkillsFuture Roadshow.Dennis has a Master of Science degree in Communication Software and Networks, as well as a B.Eng (EEE) (Hons) degree from Nanyang Technological University (NTU) of Singapore. His research interest is in the area of Software Design and Artificial Intelligence. Dennis is also currently a mentor to the students in his alma mater Nanyang Technological University (NTU).
