PROGRAM MANAGEMENT: Oversaw the administration of major federal grants supporting the annual development and delivery of awareness, performance, and management-level training. Led a team that taught or facilitated 361 courses for approximately 13,000 students annually. Data collected at levels 1, 2, and 3 of Kirkpatrick’s evaluation model demonstrate both high student satisfaction and significant course impact. STRATEGIC PLANNING: Drafted a 20 year strategic plan to transform an old county airport into a state-of-the-art interdisciplinary State Preparedness Training Center. Increased training at the Center from 225 students in 2006 to 3,200 in 2009 with limited staffing and resources. Supervised the development and implementation of annual statewide strategies to implement the National Incident Management System (NIMS). Oversaw development of Multi-Year Training and Exercise Plans. QUALITY ASSURANCE: Coordinated efforts that resulted in the accreditation of the New York State Preparedness Training Center by the Commission on Accreditation for Law Enforcement Agencies (CALEA). I initiated this process to obtain independent confirmation that the Center meets or exceeds all applicable national standards for public safety training academies.INTERAGENCY COORDINATION: Chaired monthly meetings of the State Preparedness Steering Committee, a group consisting of ten State agencies that respond to terrorist acts and natural disasters. Supervised staff who work with the National Domestic Preparedness Consortium and other state and federal partners to provide in-state and out-of-state training for first responders. APPLIED LEARNING: Helped coordinate agency support for State, regional and local exercises. The Training and Exercise Division supported 45 exercises during 2008.

TRAINING: Responsible for the planning and delivery of statewide law enforcement training. Led a team that delivered in-service training to approximately 1,000 officers a month in such diverse areas as highway safety, drug trafficking, and criminal investigation. Worked with the State Department of Health and software consultants to introduce interactive online recertification training for breath analysis operators. Made numerous presentations at seminars for law enforcement executives and elected officials.PROJECT DEVELOPMENT AND ADMINISTRATION: Coordinated the development and delivery of a counter-terrorism training program that integrated input from 26 federal, state, local, and nonprofit organizations. The program was a semi-finalist in a national “Innovations Award” competition sponsored by the Council of State Governments. Also oversaw the administration of complex programs such as police agency accreditation and D.A.R.E.

PROJECT MANAGEMENT: Supervised the operation of several statewide programs including New York State’s Missing and Exploited Children Clearinghouse and the Sex Offender Registry. TRAINING: Designed annual Executive Development Workshops and three-day conferences on law enforcement professionalism for police commanders. APPLIED RESEARCH: Oversaw the annual preparation of more than ten administrative studies for law enforcement agencies on complex topics ranging from consolidation to staffing levels.

PROGRAM DEVELOPMENT AND ADMINISTRATION: Coordinated all aspects of the accreditation program. As the first director, I oversaw the development of all standards, resource materials, internal procedures and evaluation protocols. Advised a special Council consisting of law enforcement, community, and academic officials appointed by the Governor to set program policy. Designed and implemented a comprehensive strategy that enabled nearly 100 law enforcement agencies of all sizes to earn accreditation and reaccreditation.NATIONAL RECOGNITION: The Council of State Governments honored the program in 1992 for the “effective and innovative way in which it is addressing a significant community problem.” The program was also a semi-finalist in a similar competition sponsored by the National Center for Public Productivity.

Taught "Fundamentals of Terrorism and Extremist Groups"

Supervised the development of State rules and regulations for police lockups, county jails and State prisons. Also managed the Developmentally Disabled Offender Project.

Investigated more than 25 inmate suicides and homicides. Addressed more than 50 complaints from inmates regarding health care. Evaluated health services at correctional facilities.

PROJECT DEVELOPMENT: Had a major role on an interdisciplinary team that developed a suicide prevention/crisis intervention service model for county jails and police lockups. Researched, drafted, tested, and implemented screening and referral procedures. Prepared sample policies and procedures for facility staff and facilitated statewide implementation. NATIONAL RECOGNITION: Experts have recommended this model in national publications such as "American Jails" and "Psychiatric Quarterly". All upstate New York jails and many facilities throughout the country now use all or significant parts of the screening/referral process.

RESEARCH: Helped design, conduct, and analyze on-site research concerning mental health services at 43 jails in 26 states. NATIONAL RECOGNITION: A book that I co-authored about the project was a finalist for the 1989 Manfried Guttmacher Award. The American Psychiatric Association presents this award annually for the year's most significant book in forensic psychiatry.

Designed and executed a study of sex offenders in State custody.

Assisted runaways and trafficked juveniles.

Managed a caseload consisting of more than 50 inmates. Addressed inmate requests and programming needs. Prepared reports for parole, disciplinary, transfer, and furlough hearings. Supervised prisoners on work-release. Served as a "floating staff person" to support special projects throughout the system.
