As Manager of the San Pablo America Job Center I was responsible for coordinating and monitoring the day-to-day operations of the Center. This included work readiness services to the public and training programs under the Workforce Innovation and Opportunity Act (WIOA). I supervised a staff of five and managed as many as seven interns. I conducted orientations, workshops, and professional trainings. Workshops included career preparation, resume writing, interviewing techniques, cover letters, application preparation, and computer training. I also provided one-on-one career counseling. I established and maintained partnerships with other agencies that served the same population. We partnered with Serra Adult Education on several professional trainings, including a Microsoft Office Suite course. I was responsible for the Center's performance in terms of successful job placements. I tracked and monitored the progress of clients and regularly used CalJOBS. I Chaired the Workforce Innovation Network (WIN) for the Contra Costa Workforce Development Board for West County. The network included community service providers, government agencies, adult schools and Contra Costa College. We leveraged services and made referrals. I prepared reports, lead meetings, monitored the progress of our programs, and ensured the Center was in compliance with contract provisions and regulations under WIOA.

As a Vocational Rehabilitation Specialist, I assisted homeless and disabled Veterans obtain competitive employment and economic self-sufficiency. Duties included career counseling, employer outreach, labor market research, recording case notes, and the documentation of day-to-day operations. I conducted vocational assessment, analyzing the skills, ability, and personal traits of the Veteran. With them I developed Individual Employment Plans. A significant duty was job development. I researched and outreached to employers based on the desired occupation of the Veteran. I worked closely with employers to ensure their employment needs were adequately met. Although the primary goal was for the Veteran to be hired, a secondary goal was to assist the employer obtain the most qualified person for the position.

As Consultant with East Bay Job Developers (EBJD), I worked with career seekers and employers in the Eastbay to help those with barriers obtain employment. Populations I worked with included the disabled, Veterans, returning citizens, and the long-term unemployed. Employers I worked with included the County of Alameda, County of Contra Costa, Give Something Back, IKEA, Best Buy, and Sears. And the organizations I worked with included the Department of Rehabilitation, Salvation Army, St. Vincent de Paul, and the Center for Independent Living.I conducted presentations to employers on the Americans with Disability Act in the workplace, how to cast a wider net to recruit employees from diverse backgrounds, the benefits of hiring Veterans, and how to take advantage of the Work Opportunity Tax Credit. In addition, I maintained an on-line website with local job postings, resources, and a calendar of job events taking place in the East Bay.

Nine Bay Area Counties

I directed the operations of Employment Services for visually impaired job seekers covering seven Bay Area Counties, including Alameda, Contra Costa, and San Francisco. I designed the program from the outset, developing policies and procedures for program eligibility, outreach, intake, services, and exit. I established program objectives and identified performance indicators. In addition, I managed all data collection procedures and performed both qualitative and quantitative analysis. .The program was funded through the California Department of Rehabilitation. I supervised a staff of five, which included case managers and job developers. In order to ensure our clients received enough support to sustain long-term employment we collaborated with numerous community service providers. We also served as a resource and support for employers interested in diversifying their workforce.

I provided administration, career counseling, and job placement for Laney Colleges' Workability III Program. The program served disabled students from the Department of Rehabilitation. I met one-on-one with students to establish individual service plans and provided instruction on resume writing, job seeking techniques, networking strategies, and how best to utilize the resources from the community. I out reached to employers and negotiated over 12 placements utilizing On-the-Job Training and the Work Opportunity Tax Credit. In addition, I secured $30,000 in additional funding for the program. I established a student tracking system, analyzed quantitative and qualitative data, and completed financial reports.

At Centerforce I monitored over $2.5 million in reentry, health, and employment service contracts and grants. In addition, I identified potential sources of funding and directed major proposal writing campaigns. I monitored programs and completed data collection and analysis. I maintained communication with program officers from foundations and government agencies, and completed reports, as well as corrected all program discrepancies.

As a policy analyst for Social Policy Research Associates (SPR), I participated in several long-term studies of national workforce initiatives funded through the Department of Labor. I collected and interpreted quantitative and qualitative data, made recommendations and communicated findings to stakeholders. I conducted interviews, focus groups, and observations with both staff and program participants. I completed reports for the Department of Labor's Employment and Training Administration (ETA). I kept up on national workforce policies, especially those focused on the Workforce Investment Act (WIA), as well as the Wagner-Peyser Act.

As a Program Associate with WestEd I participated in both program development and evaluation. I participated in a variety of early educational initiatives. In addition, I provided technical assistance to community service agencies providing early prevention programs. I assisted in a variety of proposals, including one that brought WestEd a five-million dollar contract from the Department of Education on Comprehensive School Reform. In addition, I designed a supportive service program for adolescent females on probation. I also chaired the Inglewood’s Coalition for Drug and Violence Prevention. Funders included the California Endowment and US Department of Health and Human Services.

I participated in the procurement and delivery of medical supplies to military bases and Air Transportable Hospitals.
