The Bakersfield Police Department Crisis Negotiation Team consists of selected officers who are specially trained to mitigate crisis situations and preserve the lives of hostages, the public, the police, and suspect(s) in crisis situations. Selected officers participate on this team in addition to their regularly assigned duties.The BPD Crisis Negotiations Team trains on a regular basis in order to ensure the most up to date and effective strategies are in place. Training consists of speakers, seminars, scenarios, reality training with other units within our department and training exercises with other crisis negotiation teams in the Kern County area.All of our negotiators are California POST Certified in Hostage Negotiations. They also receive specialized training regarding barricaded criminal subjects, jail disturbances, suicidal individuals, and possible terrorist confrontations. These lives are often filled with drug sales, extortion, burglary, and guns.Bakersfield's street gangs have been responsible for over 1,000 shootings and over 180 murders since the Department began tracking them. The victims have included children, innocent bystanders, and police officers. Every year, the SEU arrests hundreds of gang members and seizes over a hundred firearms from them. California law provides for some well-deserved special enhancements and criminal charges in gang cases, and our Department pursues these special charges whenever possible.Gang cases require a lot of special preparation and attention from start to finish. Working closely with the Kern County District Attorney's Gang Unit, SEU officers conduct extensive evaluations of every charged gang member and testify in court as to the defendant's criminal history and gang involvement. Most of these cases depend on proving not only that the person is a gang member, but also that the crime committed somehow furthered or benefited the gang. SEU officers frequently testify in murder and gang conspiracy cases.Enforcement and gang suppression are not the only tools used by the SEU. As every police officer knows, even the most disadvantaged areas of our city have many good and decent residents; even the most entrenched gang members sometimes get tired of the life and want out. Through their critical role in the Bakersfield Safe Streets Partnership, SEU officers engage in outreach efforts that put us in contact with community members from the neighborhoods suffering the most from gang violence, and place gang members in touch with service providers that have mentored and trained many gang members out of their violent lifestyles.

The Civil Disturbance Team is trained in active countermeasures to effectively deal with both hostile and passive crowds. The Team is deployed during planned demonstrations, and at large sports and entertainment venues in the County as needed. The Team also responds to aid requests from other law enforcement agencies in the region.

Patrols a designated area of the city to preserve law and order, to prevent and discover the commission of crime, and to enforce motor vehicle regulations; issues traffic citations; answers calls and complaints involving fires, traffic accidents, robberies, and other misdemeanors and felonies; at accident scenes administers first aid, conducts investigation, gathers evidence, obtains witnesses, makes arrests; assists in preparation of safety education and training schedules and programs; conducts public awareness discussions; searches and books prisoners; records prisoner data and prepares personal property lists; testifies in civil and criminal courts; prepares control records including arrest and disposition records; prepares activity, and special prisoner reports; releases prisoners as instructed; receives complaints from the public by telephone.

Operates telephone, radio, computer aided dispatch system, 9-l-l telephone system and other emergency equipment. Receives emergency calls which must be properly processed, including the dispatching of personnel and equipment to scenes of fire, police incidents, accidents, rescue operations, and other emergencies. Receives routine calls and gives information as requested. Receives and transmits messages between field units, receives and transmits messages through the computer aided dispatch system, including police messages locally and nationwide.
