Assist in the development and implementation of division initiatives and hiring process improvements. Provide extensive high level recruitment support to assigned state agencies by leading and executing all efforts to support agency hiring needs which includes identifying and attracting top-quality, diverse individuals through creative recruiting solutions, cold calling, networking, referrals and advertising. Build relationships to effectively gauge needs and influence hiring decisions with assigned agency human resources team and hiring managers. Consult with management to identify and recommend the most qualified candidates and solutions. Devise and execute comprehensive workforce staffing plans to forecast agency staffing/headcount needs. Develop and execute comprehensive sourcing plans to create candidate pipeline Educate and train state staff and applicants on employment program guidelines, purposes, and policies within the SPD. Represent Indiana State government at career events across the state, including at colleges and universities. Advise management on the interpretation and application of policies and procedures relating to human resources, talent management, and talent acquisition.
