Derek Thompson - Thlaapkiituup is the Indigenous Initiatives Advisor in the UBC Faculty of Medicine for the Office of Respectful Environments, Equity, Diversity & Inclusion. Thlaapkiituup is from the diitiidʔaaʔtx̣ - Ditidaht First Nation, one of fourteen Nuuchahnulth Nations on the west coast of Vancouver Island. Derek has been involved in the arenas of First Nations health and community development for 30+ years. He has a keen interest to get back to, to move forward, and to transition to an ideal sense of ourselves as kuu’as - as real living human beings.
A/General Manager
In June 2019 the Cowichan Tribes Chief and Council appointed me as the Acting General Manager. I am also the continuing Health Director. In this role I am the key point of guidance and support to Chief and Council and community. I provide leadership to a Senior Operational Leadership Team and ~550 staff.
Health Director
I was appointed as the permanent Health Director with the full authority and delegation to provide overall administration of the Ts’ewulhtun Health Centre. This includes the day-to-day operations, fiscal oversight and providing leadership to a complement of 120 staff and a team of 12 senior Program Managers, including the management of the Cowichan Tribes Health Advisory Committee. I have been instrumental in instituting fundamental shifts in planning, accreditation and collaboration across Ts’ewulhtun and Cowichan Tribes. I have been active to include Cowichan Tribes Senior Operational Leadership Team together in an effort to work better together on collaboration, advocacy and shared resources, all with the focus on linking health and wellness to the social determinants of health.
A/Health Director
Due to a change in administration I was appointed the Acting Health Director in a term period until Cowichan Tribes recruited a Health Director. I was appointed with the full authority and delegation to provide overall administration of the Ts’ewulhtun Health Centre. This included the day-to-day operations, fiscal oversight and providing leadership in a highly charged environment. I was also delegated to continue the work to produce the Ts’ewulhtun Health Centre Strategic Plan 2018-23, and to the work involved with the FNHA to consider the feasibility to build and expand a new health centre.
Associate Health Director
Under the general direction and directly reporting to the Health Director, I am committed to acquiring the necessary epidemiological, financial, program planning, implementation, evaluation, and management skills and techniques required to take over the full management of the Ts’ewulhtun Health Centre. On a daily basis I work directly with the Health Director to ensure the seamless implementation of the Health Centre Strategic Plan. We also ensure that the Cowichan Tribes Health Advisory Committee, General Manager, and the Chief and Council are kept informed of all health issues, and we provide relevant information and direction to the Health Centre Program Managers. We work collaboratively with the First Nations Health Authority, First Nations Health Council, and the First Nations Health Directors Association in an effort to improve the overall process to improve health administration and programs at a community level for the Cowichan Tribes.
National Project Manager
Under the direction and collaboration of the Executive Director I am responsible for the overall national coordination of the First Nations Regional Early Childhood, Education and Employment Survey (FNREEES). I am the senior technical lead for the National Advisory Committee (NAC) and the FNIGC Board of Directors regarding the FNREEES. I am the senior liaison to the FNIGC Member Organizations and the FNREEES Regional Coordinators as well as to federal partners including all regional/national working groups. I have supervisory responsibilities to manage the FNREEES National Team and to work collaboratively to uphold the First Nations Information Governance Centre Mission, Vision and Objectives, and the First Nations principles of Ownership, Control, Access, and Possession (OCAP™). I manage the day-to-day processes of the FNREEES including leadership at a national and regional level, carrying out the FNIGC Board of Directors Strategic Plan, national and regional fiscal budgets and schedules, staff supervision, and the FNREEES national communications plan.
Treaty Manager
In this position I provided the overall management of the Nuuchahnulth Tribal Council Treaty Table. I provided coordination of research, mandate development and treaty planning as well as sound strategic advice on treaty negotiations, referrals and implementation to the hereditary and elected leadership of the Hesquiaht, Tseshaht, Mowachaht\Muchalaht, Ehattesaht, and Nuuchatlaht First Nations. I was a key senior technical lead in tripartite negotiations as well as working directly with the President, Vice-President and the Executive Director of the Nuuchahnulth Tribal Council on treaty related issues.
Special Advisor In Health Governance
I provided explicit advice regarding matters of health governance to key senior managers within the Programs and Health Governance Directorate, First Nations and Inuit Health, Manitoba Region. I also provided information to Senior Health Managers/Directors in the province. I provided facilitation between Manitoba First Nations, the Government of Canada, and the Government of Manitoba to consider a tripartite partnership to consider the transfer of federal/provincial health services to First Nations control. I was a key senior advisor to the political executive and primary health leads to the Assembly of Manitoba Chiefs, the Manitoba Keewatinowi Okimakanak, and the Southern Chiefs Organization on concerns of health governance and transfer.
Health Governance Manager
Under the direction of the Chief Executive Officer of the First Nations Health Council I was the senior technical lead for the First Nations Health Council Governance Working Group and to the Tripartite Governance Committee. I was responsible for the overall management of the Regional Health Governance Caucus process including the supervision of the five (5) Health Governance Liaisons. I was responsible to ensure a seamless caucus process for British Columbia First Nations leadership to develop, ratify and implement a British Columbia First Nations Health Authority based on the British Columbia First Nations Tripartite First Nations Health Plan: Basis for a Framework Agreement on Health Governance. I was a senior technical advisor to the First Nations Health Council Chair, Deputy Chair and Chief Executive Officer in regards to the health governance and caucus processes. I was a key senior technical lead in various Tripartite Governance Committee working groups including Non-Insured Health Benefits, Human Resources Transfer, Financial Accountability, Governance Structure and Functions, Communications, and Strategic Partnerships.
