Happy to share that things are going well in my new job with Santa Cruz METRO and that we will be working on several more innovative projects including the design and implementation of Santa Cruz METRO's first "Rapid Corridor", introduction of new passenger-facing tech. including integrated ticketing and real-time information systems, partnering with the local cities, UCSC, Ecology Action and BCycle on the creation of new bike-transit connectivity options, and working with affordable housing teams MidPen and Eden Housing/Echelcon to advance joint developments at METRO-owned properties in Downtown Santa Cruz (Pacific Station) and the City of Watsonville.

METRO’s mission is to provide environmentally sustainable transportation to Santa Cruz County. Every ride on a METRO bus takes cars off the road and significantly reduces greenhouse gas emissions.In this role, I oversee METRO’s Capital Project and Programming functions, including compliance with federal, state and local grant funding programs and reporting requirements. I am also currently serving as Program Manager for METRO’s ambitious hydrogen fuel cell electric bus (FCEB) and hydrogen fuel storage and dispensing facility design and construction projects. METRO is converting its entire bus fleet to zero-emissions buses (ZEBs) and has purchased nine (9) battery-electric buses (BEBs) and has placed one of the nation’s largest orders of FCEBs with 44 40’ and nine (9) 60’ articulated FCEBs to be delivered by 2025.

Vix is a global leader in transport technology in more than 200 cities and regions around the world. Its innovative solutions help transport agencies ease passenger movement while providing an efficient and secure transit payment system and world class rider experience.From 2018-2024, I liaised with Vix clients and internal technical teams on multiple high-profile Automatic Fare Collection (AFC) & Intelligent Transportation Systems (ITS) projects. I helped our public sector partners find and adapt solutions to solve their most vexing problems. Major accomplishments include:* Led the pursuit & capture of $86+M in new AFC & ITS contracts;* Oversaw the successful transition to operations for the GoPass AFC system in Dallas TX;* Managed the design and development of the Valley Metro mobile app in Phoenix and successful launch of the system;* Directed the teams responsible for project design, development and implementation of the initial phase of the AFC ticketing project in Phoenix;* Spearheaded an internal project to replace Vix’s global rider and institutional partner web portals as a part of the ongoing productization of the AFC platform; * Led the formation & approach to developing a new Customer Service & Fulfillment Center with our partners in the Phoenix metro area;* Provided technical expertise to aid the seamless transition to the next-gen ORCA system in the Seattle region. ORCA achieved 80+% market share and 90+% customer satisfaction over a decade;* Co-authored a Business Plan to attract new investment from the Vix Board to establish a new Computer-Aided Dispatch & Automatic Vehicle Location (CAD/AVL) product line (Vix Beacon);* Performed sales & presales activities leading to the close of the first five ITS deals in the Americas and built a $50+M sales pipeline.* Delivered 34 Real-Time Passenger Information (RTPI) displays for three customers, including innovative text-to-speech (TTS) and bilingual support to their riders.

As a Principal for Bay Area Metro, I had primary responsibility for capital project delivery in the area of electronic payment systems. Significant accomplishments include expansion and enhancements related to the region's FasTrak® Advanced Toll Collection and Accounting System (ATCAS II) and Clipper® Transit Fare Collection programs. • ATCAS II Implementation - In 2013-2014, I oversaw a comprehensive effort to replace and upgrade electronic toll collection and violation enforcement equipment on the Antioch, Benicia, Carquinez, Dumbarton, Richmond, San Mateo, and San Francisco-Oakland Bay Bridges. I also developed a scope of work to evaluate the conversion to All-Electronic Tolling (AET) on the seven state-owned bridges. • Clipper Phase III Expansion - From 2014-2017, I led the effort to expand the Clipper transit fare payment program from eight to 22 agencies, including 14 successful deployments on buses, ferry terminals and rail station platforms. I-15 Express Lanes Toll Collection System Integration - Project Manager for the phased installation of an all new open road tolling (ORT) system – an element of the $1.3 billion overhaul of the 20-mile Express Lanes corridor in San Diego—an award winning project recognized as California’s Freeway Project of the Year in 2009. The $51 million I-15 Express Lanes Design, Build, Operate, and Maintain (DBOM) project replaced the nation’s original HOT lane electronic toll collection system, I-15 FasTrak®, and included over 30 new tolling and signing locations, and new lane and host hardware and software. Also responsible for management of the I-15 FasTrak® Customer Service Center, including planning, purchasing and financial aspects of this program, legislative and policy matters, and developed Internet- and phone-based account management systems and market-driven account plans that address the needs of a growing FasTrak® customer base.HOV Express Lanes Enforcement Study - Led FHWA-funded study of violation enforcement system (VES) applications for HOV and Express Lanes. This project was conducted in parallel with the I-15 Toll Systems Integration effort and involved technology trade studies, public outreach and an invitation to private industry to deploy and test their innovative VES products. The results of this study were beneficial to other metropolitan regions in the country that are considering developing Express Lanes.I-15 Express Lanes Traffic Incident Management Study - Subject matter expert on study that identified best practices in freeway traffic management, estimated traffic volumes for all phases of construction, and developed detailed traffic operation and incident management plans for the I-15 Express Lanes facility. This study also produced implementation materials (manuals) for the training of Caltrans District personnel and other first responders who participate in Express Lane traffic operations, movable barrier operations, and incident responses.

Managed multiple projects in Multimodal Operations Division, including:Mission Valley East Light Rail Transit (LRT) Operating Plan - Responsible for route selection/alternatives analysis for the San Diego Trolley “Green Line” (Mission Valley East) Extension. This effort included modeling of forecasted ridership under each of the operating scenarios, calculation of out-of-direction travel-time scores for “loop” vs. “non-loop” alternatives, comparison of capital and operating costs, and the preparation of a staff memorandum recommending the preferred alternative and “Green Line” operating plan for adoption by the San Diego Metropolitan Transit Development Board (MTDB).Regional Station Car Pilot Program Phase I and II - Helped secure grant funding and wrote the Request for Proposals that led to the selection of a commercial carsharing operator, Flexcar, who began operations in San Diego in 2004. Air Quality Conformance Monitoring - Responsible for monitoring fuel economy and emissions and preparing statutory reporting to the California Air Resources Board (CARB). Performed analysis on alternative fuels and available engine technologies such as hybrid electric and hydrogen fuel cell powered buses related to MTS vehicle procurements.Bus Stop Improvements Project Manager - managed the bus stop capital improvements and maintenance contracts for over 1,800 bus stops in the cities of El Cajon, La Mesa, Lemon Grove, Santee, portions of the City of San Diego, and unincorporated areas of San Diego County. Lakeside Bus Shelter Improvement Project - Led design, permitting, and installation of new custom bus shelters in the town of Lakeside California. The CCAT Co-Director is a live-in, fellowship position at a nationally acclaimed sustainability research demonstration center on the campus of Humboldt State University. Worked with Earthship creator Michael Reynolds' California 501(c)3 company Sustainable Solutions, LLC, to analyze building codes and promote development of a first-of-its-kind radically sustainable building in the State of California. Led independent study project with over 20 students at Humboldt State University to construct five-course retaining wall at Campus Center for Appropriate Technology using Earthship construction methods and demonstrating alternative building technology. Aggressively promoted the Earthship concept to University Administrators, faculty, students, and the general public and delivered lectures to undergraduate and graduate students in Humboldt's Environment Resources Engineering program.
