I am responsible for the day-to-day planning and operation of multiple small systems’ water delivery and treatment systems to ensure customer needs and water quality standards are met. I manage coordination of daily maintenance needs, emergency or disaster responses, short or long term projects, budgeting and funding of system improvements, and community relations with other Division and District staff. My work is complex and involves significant accountability and decision-making responsibilities on issues that are complex and interpretive in nature. This requires highly developed collaboration, communication and interpersonal competencies in coordinating these programs.ESSENTIAL DUTIES AND RESPONSIBILITIESI provide leadership related to the operation and maintenance of the small water systems’ equipment and infrastructure. I attend town and city board and advisory meetings to stay abreast of community concerns regarding issues related to small systems.I chair a cross departmental team that focuses on long-term asset management, community growth or contraction issues, and financial concerns. We review identified projects for priority based on risk to the water system or community growth needs. I research and pursue grants and loans from federal, state, or other agencies to fund identified projects or to improve the system.I plan, organize, control, integrate and evaluate the work of assigned staff; with staff, I develop, implement and monitor work plans to achieve goals and objectives; I develop and monitor performance against the group’s annual budgets; I supervise and participate in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.I prepare annual operating and capital budgets for small water systems; I monitor expenditures, analyze maintenance and operating costs and take necessary action to improve and ensure efficient small system operations.

Incumbents perform a wide variety of skilled work in the construction, installation, maintenance, repair and lubrication of industrial equipment and machinery ranging from fractional to 3000 hp motors; booster pumps; disinfection equipment; well pumps; check valves and control valves, which include mechanical, electro-mechanical and hydro-mechanical systems; and related equipment, machinery and appurtenances used in the production, treatment, storage and distribution of a potable water supply. Trades areas covered by this class include mechanical maintenance and repair of industrial equipment, components and machinery; plumbing and pipefitting; welding; and machine tool operation. Assignments vary, may encompass a variety of tasks, seldom require detailed instructions, and require sound judgment and initiative.
