The 78th Troop Command is a Brigadier General (O7) commanded, brigade-sized element of the Georgia National Guard; Performs duty as Brigade ODTA (Travel Administrator), executing a travel budget in excess of $500,000; Compiles scheduled and on-demand reports detailing the execution of all Brigade budget resources for the Commander; Is the central point of contact for the management of the Automated Funds Control Operating System, Annual Training and School orders as well as Active Duty (Operational Support) orders and production of same. Cbrn Ncoic / Reconnaissance Nco4Th Weapons Of Mass Destruction (Cst) May 2012 - Jun 2014Dobbins Air Reserve Base, GeorgiaThe Civil Support Team is a small, highly trained team that responds to domestic uses of Chemical, Biological, Radiological and/or Nuclear (CBRN) weapons and other man-made and natural disasters. The Survey Section is at the forefront of the 4th CST (WMD) operation and conducts all actions in downrange missions. The CBRN NCOIC (Reconnaisance NCO) is the non-commissioned leader of the eight person Survey Section. When deployed for real world missions or training exercises, the CBRN NCOIC leads the section by example in an environment with potential CBRN contamination. The CBRN NCOIC is responsible for the health, welfare and training of two Team Chiefs (E6) and four Team Members (E5). He works in concert and under the direction of the Survey Section Leader (O1-3), planning and conducting multi-agency CBRN hot zone operations and Joint Hazard Assessment Team (JHAT) missions. The Survey section dons state of the art CBRN protection and operates cutting edge CBRN detection equipment in order to locate and identify CBRN hazards inside the hot zone. While in garrison, the CBRN NCOIC is expected to manage, plan and conduct individual and collective task training and the maintenance program of the section. CBRN NCOIC is a subject matter expert on the employment of CBRN detection/identification equipment. The CBRN NCOIC is furthermore required to meet every logistical demand of the Survey Section. As the senior NCO in situations of high physical and mental stress, the CBRN NCOIC will plan and direct complex CBRN field analysis and sample collection in the hot zone. In the absence of the Survey Team Leader (O1-O3), the CBRN NCOIC is expected to perform his or her duties. The CBRN NCOIC will routinely be required to represent and speak intelligently about the 4th CST (WMD) and its mission at various training events and mandated outreach activities to local emergency and first responders.

In this capacity, supervises a Joint Interagency evaluation team typically consisting of 2 to 3 DA Civilians at grade GS 12-13.Key milestones achieved during this timeframe include:- This company functions as the GA CERFP DECON Element.- Grew this unit from an initial start up of 40 personnel to near it's current strength of 140.- Led the unit through a significant MTOE change, gaining 80 personnel and approximately 15 million dollars worth of MTOE equipment, including 7 Biological Integrated Detection systems at 1.5 million dollars each.- Instrumental in the achievement of CERFP External Evaluation on two occasions, the first an initial operational capability. Each of these assessments were rated Superior by the evaluating team.- First CERFP to ever validate the Air Mobility of the full CERFP Mission profile set; both personnel and equipment from Dobbins ARB, GA to Vogt Field, WI in one movement.- Deployed in support of the 2009 Democratic National Convention in Denver, CO.
