Department: Chief Executive - Special Projects InfrastructureResponsible for transitioning Council’s three waters business to the Waikato Water Services Entity under the Government’s Water Services Reform Program by implementing end-to-end program, contract, change, and risk management. A high degree of relationship management with iwi/Maaori, territorial authorities, Crown entities was a critical success factor.Key Achievements:• Seconded to the Emergency Operations Center to assist with Civil Defence response during Cyclone Gabrielle and Auckland Anniversary flooding events.• Delivery and strategic oversight of 20 special, capital projects under the better off funding grant from the Crown, valued at $7.88 million.• Successfully completed the waters services transition plan and project management plan.• Successfully delivered all outcomes on the critical path on time, within scope and budget, to the extent possible prior to the 2023 General Elections.• Conducted regulatory impacts assessments for the Water Services Entities Bill 2022, Water Services Legislation Bill 2023, and Water Services Entities Amendment Bill 2023. This was used to provide strategic advice to the Council, Waters Governance Board, and Executive Leadership Team.• Made written and verbal submissions on behalf of Waikato District Council during the Parliamentary Select Committee submissions process for the Water Services Legislation Bill 2023 and Water Services Entities Amendment Bill 2023.• Undertook additional duties of Waters Engineer, providing technical advice and supporting contractual outcomes under the Operations and Maintenance contract with Watercare.

Department: Chief Executive - Special Projects InfrastructureUndertook higher duties to lead the delivery of key waters services as part of the wider Waikato District Council strategic framework that will give effect to the vision of Liveable, Thriving, Connected Communities, Te Ture Whaimana, and Te Mana o te Wai, while the Waters Manager was on extended leave.Responsible for ensuring the continuity of waters levels of service insofar as key strategic support for the Chief Executive, Chief Operating Officer, General Manager Service Delivery, and the wider Executive Leadership Team across a range of three waters activities was delivered.Key Achievements:• Adoption of the Waikato District Council Water Supply Bylaw 2023.• Adoption of the 10 year capital program by Council, supported by an independent Waters Governance Board, amidst funding and legislative uncertainty. Strategic reprioritization of budgets and capital projects to accommodate Council's funding envelope, with particular focus on rates implications.• Obtaining approvals from the Department of Internal Affairs for major three waters projects pursuant to the Waters Services Entities Act 2022.• Leading negotiations with Waikato Regional Council regarding ownership and maintenance of stormwater and urbanized land drainage assets.

Department: Medical Testing & Non-Routine Molecular BiologyRedeployed to newly created department owing to proven record for delivering under pressure and obscurity. Responsible for carrying out rapid, same-day, RT-PCR detection of SARS-CoV-2 virus in nasopharyngeal and saliva samples under ISO 15189. This involved designing and conducting 384-well RT-PCR and qPCR studies, utilizing RNA extraction methodologies, for efficient amplification and quantification of the SARS-CoV-2 ORF1 gene and SARS Beta-coronavirus E gene.Special Roles:• Trainer• Worksheet Approver• Job Confirmer

Department: Food and Bioanalytical Chemistry.Operated under ISO 17025, conducting quantitative analysis of diastase, moisture, and tutin levels in honey to assess the viability of samples two-fold:• International exports under OMAR.• Domestic distribution compliance with FSANZ & MPI food regulations.

Department: Integrated Catchment ManagementResponsible for the administration and development of the asset management data, systems and processes for Waikato Region’s river management, flood protection, and land management assets.Key Responsibility Areas:• Develop and deliver ongoing maintenance programs for Council’s properties to enhancethe value of community assets.Provide expert advice and contribution to asset management planning and upgrade pathways for properties and facilities. This includes specifications and estimated budgets for upgrade and maintenance activities.• Manage and deliver capital maintenance, upgrade, and replacement projects.• Ensure that the natural and built environment are well maintained, functional, and compliant.• Undertake regular inspections of facilities and ensure that properties are kept to a compliant standard.• Ensure that work carried out is consistent with Health and Safety requirements.

Department: Three Waters’ Asset Management.Key achievements:• Assisted Waters Services Manager in validating data for the Three Waters Asset Management Plan.• Developed in-house, stochastic pipe deterioration model and linked to financial modeling system.• Assisted Project Engineers with capital delivery projects.

Department: Three Waters’ Asset Management.Achievements:• Successfully reconciled and validated 80% of erroneous and outdated asset data.• Created asset data hierarchies and guidelines for future asset data management.• Undertook data modeling for districtwide stormwater modeling project.• Promoted to Asset Engineer.

Department: Three Waters’ Asset Management.Achievements:• Successfully assessed the condition of 100% of above-ground three waters assets.• Successfully updated the cadaster of 99% above ground three waters assets under Moturiki 1953 Datum.• Successfully validated the as-builts for all water and wastewater treatment plants. Reported and rectified errors.• Successfully digitized and updated P&IDs of water treatment plants, wastewater treatment plans, and pump stations across our five water schemes.• Promoted to Asset Officer.
