As a Specialist Master at Deloitte, I serve federal, state, and local clients on community resilience, climate adaptation, and infrastructure projects. My current work includes helping to drive the implementation of Justice40 for a large federal agency and supporting the development of better portfolio management and project prioritization tools using GIS.

Greater Seattle Area

Develop and implement the planning process for the 2020 update to the King County Regional Hazard Mitigation Plan. Lead countywide efforts identifying projects seeking Hazard Mitigation Assistance funding as SME, including for the BRIC program. Staff public engagement opportunities at fairs, Town Halls, etc. Work closely with planners and floodplain managers to integrate the floodplain management, comprehensive planning, and hazard mitigation planning efforts. Engage and support over 60 jurisdictions, including cities, special districts, and two tribes, in the mitigation planning effort.Work with each participating jurisdiction to identify specific mitigation strategies and actions, especially those eligible for future funding through the Public Infrastructure Pre-Disaster Mitigation Grant Program.Represent King County in meetings and workshops locally and nationally. Train for emergency operations center activations, recovery, and other EM subjects, completing the EM Basic Academy. Serve as Duty Officer on a regular rotation, responsible for monitoring, providing situational awareness to partners, and sending alerts as needed.Served in the Emergency Operations Center, including as Logistics Resource Branch Director for COVID 19, Planning Section Chief, Logistics Deputy Section Chief, and many other roles through activations for flooding, snow, and pandemic.Developed project ranking and prioritization methods to improve the effectiveness of resilience investments. A modified version of this method has been adopted nationally for FEMA mitigation grants.

Provide hazard mitigation planning technical assistance and basic Hazard Mitigation Assistance grant support to all Washington State cities, counties, and tribes; working with at least 30 jurisdictions annually. Write the 2018 Washington State Enhanced Hazard Mitigation Plan using a multi-agency process to profile hazards, identify state capabilities, and develop risk-reduction strategies and submit plan for approval from the Federal Emergency Management Agency. Represent Washington Emergency Management on over a dozen workgroups, including those related to infrastructure, climate change, disaster risk, resilience, and planning under the Growth Management Act. Delivered presentations and trainings to conferences and stakeholders throughout Washington State.

Led the development of the Washington Restoration Framework through a process where I identified Framework objectives through meetings with stakeholders in state, local, federal, and non-governmental organizations, established a steering committee, and developed a project plan to complete the Framework within 2 years. Wrote Emergency Support Function 14, Long-Term Recovery, the guiding document for post-disaster recovery and the role of the state in supporting long-term community recovery.Supported local jurisdictions throughout Eastern and Western Washington in identifying opportunities to conduct pre-disaster recovery planning and with best practice guidance. Presented on disaster recovery at 3 conferences, summits, or workshops. Supported other EMD sections, including Planning and Logistics and Training and Exercise, in workshops, exercises, and the State Preparedness Report. Completed all required training, including ICS courses, and applied my knowledge during trainings and activations of the State Emergency Operations Center. . Began the development of a state volunteer and donations management plan, accounting for lessons learned from the Cascadia Rising Exercise, 2014-2014 fires, SR 530 Slide, and other incidents. Advocated proactively for recovery planning and cooperation, reaching out to possible partners and positively representing my agency to organizations around the state.

Identified and developed the top Solavei sales teams, incubating and supporting leaders throughout the United States and helping build the Puerto Rican market into 60% of daily enrollment activity. Designed and implemented member experience processes and policies and support documentation. Engaged with members to solicit feedback, then coordinated with systems and product teams to implement product improvements incorporating member feedback. Resolved high-profile technical issues, corporate escalations and compensation questions for company VIPs and top Solavei members, at an average of 15-25 case per day. Managed Spanish and English-language forums and social media; managed Spanish-language content creation, translation, and communications projects; guided Solavei from almost no Spanish-language support to near parity with English language services. Conducted market research in Puerto Rico and elsewhere to provide guidance in the development of Solavei products and services.
