Worked closely with DHS agencies (FEMA / OEC), Other Federal Agencies, State and Local officials and Tribal Representatives in the area of Disaster Emergency Communications and Disaster Response/Recovery operations and planning. Conducted assessment of FEMA national emergency communications capabilities and subsequently worked in Baton Rouge Joint Field Office (JFO) following Katrina. Worked ESF2 at Region IV Regional Response Recovery Center (RRCC) during 2008 response operations for Hurricanes/Tropical Storms. Provided subject mater expertise to agencies from DHS such as NCS, OEC, NCC and FEMA. Engaged with a multitude of Federal law enforcement, Homeland Security and Defense offices on a daily basis.

Oversaw day to day operations of GTS, a multi-function, privately held, communications firm. Dealt daily with operational issues pertaining to broadband engineering and technical services for nationwide Multi-Service Operators (MSO). Services included cabled and wireless offerings for hospitals, college campuses, distribution centers, municipalities and businesses around the country. Managed safety, risk management, HR issues, fleet operation and repairs. GTS generated $43M in gross revenues in 2005 with 88 full time employees and approximately 200 sub-contractors.

Led the largest Ministry consultancy team in IRMO as it engaged the 180,000+ strong Iraqi Ministry of Interior (MOI). Directed a staff of 50+ talented consultants to establish a viable and effective security force for the government of Iraq. Managed a myriad of issues involving institution building of MOI including national Police, Border Security Forces, Facility Protection, Counter-Terrorism, Criminal Intelligence, Civil Defense and Commando/Special Police units. Expanded size and composition of staff from 8 to 53 members to more effectively impact institution-building efforts at the Ministry of Interior. Orchestrated strategic planning for 2005. Actively involved in the construction and implementation of the Tetra Advanced First Responder Network throughout Iraq.

Worked directly with the Centers for Disease Control and Prevention, FEMA, Georgia Office of Homeland Security, GA Division of Public Health, GA Department of Defense, and GEMA to find gaps in Homeland Security planning and preparation. Recruited and developed business solutions and resources to bridge those gaps. Met annual program goals in six months.
