I help manufacturers understand and ensure that their products comply with health and environmental regulatory, customer and market requirements.I have broad expertise in areas including semiconductor quality and reliability, software design and development, hardware design, development, and manufacturing as well as manufacturing processes and supplier/supply base management. This background enables me to help manufacturers assess and improve supply chain risk, readiness and performance, and achieve (and go beyond) compliance with product-related health, environmental and social regulations like REACH, RoHS, Circular Economy and EcoDesign, WEEE, Conflict Minerals, California's Proposition 65 and Safer Consumer Products, as well as performance standards like IEEE-1680.n (EPEAT), and customer demands around the world.I authored one chapter and co-authored another in Wiley's "Governance, Risk, and Compliance Handbook", edited by Anthony Tarantino. I was featured in Mark Schapiro's book "Exposed: The Toxic Chemistry of Everyday Products and What's at Stake for American Power". I am currently on the Advisory Board of the American Chemical Society's Green Chemistry Institute. I also co-moderate the ANSI Chemical Network and am a member of the US TAG to IEC TC 111, "Environmental standardization for electrical and electronic products and systems". I am a Senior Member of the IEEE (Institute of Electrical and Electronic Engineers).Specialties: I help product manufacturers in a wide variety of industries increase engineering, procurement, and production efficiency, product health and environmental performance, and corporate profitability by ensuring that the optimum decisions about supply base and the environment are made during the right stages of the product lifecycle, and are built-in to corporate strategies, tactics, business processes and systems.I'm also a decent photographer. :)

President And ManagerDesign Chain Associates, LlcSan Francisco, Ca, Us -
President/ManagerDesign Chain Associates, Llc May 2015 - PresentSan Francisco, Ca, UsDCA helps article manufacturers understand, comply with, and get ahead of environment and human-health related regulations and customer requirements that affect their products and product lifecycle processes. This includes the various versions of RoHS, European Union's REACH regulation, battery and energy use requirements and other environmental and human-health safety and sustainability requirements targeted at products. DCA assists with Conflict Minerals and other social requirements as well. We advise NGOs and governments on ways to improve effectiveness while being a positive force for sustainability by providing insights into how product development and manufacturing actually works.DCA also helps electronics manufacturers understand supply chain risk and improve supplier, material and component selection and management processes by integrating "concurrent engineering" concepts into new product development. -

Principal ConsultantEnviron 2012 - May 2015Copenhagen, ., DkMike Kirschner is a product environmental compliance and performance expert who provides advice and expertise to manufacturers in a variety of industries. His primary areas of focus include training/education, business processes and systems for environmental compliance, the impact of EU REACH on article manufacturers, all the various RoHS regulations around the world, California’s Safer Consumer Products regulation, Conflict Minerals, and performance standards like IEEE-1680.x for electronics. -
Owner/PresidentDesign Chain Associates, Llc 2000 - 2012San Francisco, Ca, UsResponsible for business planning and operations, consulting, sales, marketing, accounting, and housekeeping. -
Associate DirectorGreen Science Policy Institute 2008 - 2011Berkeley, Ca, UsGreen Science Policy Institute provides unbiased scientific data to government, industry, and non-governmental organizations to facilitate more informed decision-making about chemicals used in consumer products. -
Component Engineering Manager, Tandem DivisionCompaq Computer Corporation 1997 - 1999In addition to managing the Component Engineering department, my focus was definition and integration of Compaq, Tandem, and DEC's supplier and component preference and management business processes and systems. Three disparate manufacturers came together under a single approach that leveraged their unique focus areas and strategies.

Component Engineer/Engineering ManagerTandem Computers, Inc. 1993 - 1997Responsible for managing off-the-shelf logic devices, including programmable and ASSP products. Assist engineers with sourcing, qualify new suppliers and components, manage problem suppliers, identify alternate and second sources as well as alternative designs that could improve cost and availability, address component obsolescence, develop and improve business processes for selecting and managing components (including ongoing BOM reviews, sourcing justification, etc.). Develop internal website and tools for the department. Became manager and led a team of 7 experienced engineers and a document control manager.

Programmer/Hacker/Code DetanglerBay Area Air Quality Management District 1992 - 1992San Francisco , Ca, UsMind-bogglingly awesome part-time, low-paying job walking to work, untangling BASIC spaghetti code, writing the first 1-800-EXHAUST database in FoxBASE(!), and generally maintaining (poorly written) code. -
Reliability Engineering Manager, Clipper DivisionIntergraph Corp. Jul 1988 - Nov 1991Madison, Al, UsResponsible for quality and reliability aspects of Clipper RISC microprocessor chipsets and assemblies, including the ambitious but ill-fated liquid-cooled ECL implementation. Demonstrated that the C4 processor would actually run over 100MHz when it was spec'd to 40MHz...and thus the potential of CMOS was uncovered. -
Quality Assurance ManagerCarlyle Systems Jul 1987 - Jun 1988An early library automation company providing online card catalogs to universities and some public libraries.Prior to my arrival, QA often stood for "Quantity Assurance". Working with engineering and manufacturing we put in place qualification procedures that reduced quality problems with disk drives, enabled us to clean out the MRB cage, and delivered customer delight by instituting a software QA process on a new revision of customer-facing software that was robust and functional - a true change from prior code!!

Sr. Quality/Reliability Engineer/SupervisorIntel Corp. 1982 - 1986Santa Clara, California, UsResponsible for data communication and early Ethernet integrated circuit (8251A, 8255, 8274, 82586, 82588, etc.) quality and reliability. Brought downstream manufacturing insights into product planning to make Marketing aware of constraints early in the product concept phase, thereby helping speed time-to-market. Brought customer concerns to Engineering when appropriate; for instance, wrote a position paper recommending that Intel specify a case temperature operating range rather than an ambient temperature range for higher powered products in order to better manage customer experience. This approach was adopted (after I left Intel, but it was due to my proposal) and remains the standard to this day. Also developed improved methodologies for determining the appropriate test temperature for screening higher powered parts during production testing.Did early research on uses of artificial intelligence in the design of reliability programs as well as analysis of new designs for reliability. Used LISP as well as expert system software from Intellicorp on the wonderful (but unreliable) Symbolics LISP Machine. -
Assistant EngineerHamilton Standard (Now Part Of Collins Aerospace) 1979 - 1980Drew schematics; designed circuits from general direction; developed and implemented test algorithms; characterized commercial ICs over temperature, voltage, and frequency to identify operational margins.
