Performed technology risk assessment across all technology-enabled processes for compliance with City regulatory, statutory and legal requirements. As a remedy to mitigate technology risks and improve utilization of City resources, proposed to integrating the clustered systems with an ERP software to encompass Finance, HR, Permitting & Licensing, driven by an automated workflow and an online Citizen Self Service. After gathering requirements, preparing an RFP, reviewing a number of systems, shortlisting and selecting the best suited system for the City of Covina and obtaining approval from management and the city councilors, lead a team of subject matter experts to implement an ASP-based, workflow-driven ERP system to alleviate the burden of managing complex technologies in-house and without incurring additional costs. Mentored, coached and organized training core implementation teams and cross-functional teams that resulted in staff taking ownership of the changes and consistent practices.

Planned and successfully directed implementation of a $6 Million Cheque Imaging and Truncation System as the 1st of its kind in South Asia., As a landmark in the financial sector, reformed the Bank payment and settlement system by reducing 10-15-day check clearing (4 cycles) to a single day (T+1) settlement as a matter of public policy. Linked 1300 nationwide bank branches to process 200K checks per day (50M checks per year valued over $6.5 Billion). Responsible for overall program management from project structure, planning & management to operational readiness by coordinating and monitoring schedules, budgets, staff and deliverables among multiple vendors and service providers to install and commission a backend data center, standalone replicated disaster recovery site, and 11 front-end technical and operational regional centers. Negotiated with Banks, vendors and developed agreements, introduced new procedures & policies to synchronize check submittal and payments across 24 commercial Banks and to Go Live on a single date. As the first project of its scope, size and impact analyzed and innovated lasting solutions to complex project issues without precedent and/or structure. Developed, implemented, tested and streamlined upstream and downstream of work processes to ensure clearing cycles operated like clockwork to deliver a single day clearing and settlement without interruption. Communicated regular progress reviews with various levels of stakeholders (Bank CXOs and back office staff), cross-functional teams among the 24 banks, subject matter experts, Attorney General's office, and the steering committee to conduct awareness campaigns to banking and business communities. Recruited and developed a core project team and a 200+ staff to strengthen a 16-hour operation at 11 regional centers and a backend infrastructure to sustain a 99.86% uptime that provided confidence not only to retail banking but also to the market economy.

Established a $2.5 Million Internet based telecommunication infrastructure (VOIP) from ground zero to serve the Asia Pacific region with a multi-service networking infrastructure integrating data, voice and video solutions onto a single IP network. Coordinated the design and development of the entire data center infrastructure on a CISCO-SUN-Satellite based fault tolerant network communication architecture and commissioned with redundancy for power, humidity and temperature with a team to support a 24x7 operation. ISP products/solutions was marketed by targeting corporate accounts and developing Internet enabled unique business solutions to leverage convergence in digital communication. As a result, unique corporate communication solutions were offered as ‘Internetworking Business Solutions’ to differentiate the services offered by the ISP to premium corporate accounts. To be competitive in the market place as a new entry, solutions were offered with highly reliable and secured managed data solutions with tools to monitor service levels, network uptime and capacity. The business model comprised of lower cost of ownership to client, high availability for mission-critical operations and company-wide integrated communication solutions through wireless or wired, serviced from a single point of contact.

Setup and provided leadership to reform the IT strategic direction from ‘a catch up technology’ to an ‘enabling technology’ environment by performing a business and process analysis and concurrently strengthening contrasting values of smarter risk management and better service delivery.
