Mr. Carlock is a 30-year veteran of the dredging and maritime construction industry. In 1990 he began his professional career as an engineer for a marine towing company that operated on the Chesapeake Bay. Devon progressed within the company taking the position of Director of Operations in early 1999. In 2003 he took the position as Superintendent for Southwind Construction based in Evansville, IN. During his time at Southwind, he managed projects from Maine to Florida and as far west as Iowa. In 2011 he joined the management team at Southwind taking roles in corporate safety, project management and estimating. In 2015 he accepted the position of Vice President of Safety and Government Relations at Cottrell Contracting Corporations in Chesapeake, VA, responsible for all safety matters company-wide. Devon is the President of the Council for Dredging and Marine Construction Safety - Vice President, Small Business board of directors, Dredging Contractors of America - Vice Chair, Board of Directors - Atlantic Intracoastal Waterway - Delmarva Waterway Transport Committee and a active member of the Western Dredging Association.
