 Directed all pre-award, post-award, proposal and contract management activities associated with the Department of Veterans Affairs Federal Supply Schedule (FSS) and associated task orders. Reviewed and negotiated modifications to the FSS Contract so products are current and correctly priced.  Trained internal stakeholders, including upper management, sales and field service staff, in proper utilization of the FSS to ensure compliance. Audited and disclosed any previous and on-going Price Reduction Clause events to FSS Contracting Officer.

 Managed Subcontract and Procurement functions and supervised personnel for an evolving Division supporting changing business needs, emerging markets, and new business strategy.  Proposed, negotiated, and managed U.S. Government and Department of Defense (DoD) Prime Contracts and related Subcontracts from proposal stage through project completion. Evaluated Prime Contract Request for Proposals and provided recommendations to protect company interests, including mitigating risk, interpreting contractual requirements, identifying Subcontract flowdowns, and coordinating internal interests. Advised Senior Management and Program Managers on competitive strategy and contractual, procurement, and policy compliance, ultimately limiting liability exposure. Crafted Contracts and successfully managed two small business contractors through completion of the design and development of an unmanned air vehicle technology, expanding L-3’s presence in this market. Created and implemented an effective counterfeit parts prevention policy ensuring Division compliance with Federal laws, regulations, and corporate requirements. Identified and executed a purchase requisition process improvement increasing Procurement’s efficiency by adding automation, documentation, and tracking capabilities while also saving Department time and resources.

 Prepared, evaluated, and negotiated complex Request for Proposals and cost/pricing data analysis for a sister L-3 Division in support of a high pressure $100M unmanned aircraft design and build proposal. Constructed and negotiated strategic teaming agreements, nondisclosure agreements, strategic sourcing agreements, licensing agreements and other transactions positioning our Division into emerging Irregular Warfare markets outside of the Division’s standard capabilities. Reviewed and negotiated terms and conditions for $1M+ Subcontracts and Contracts pursuant to FAR/DFARS regulations and proposal/contractual requirements. Negotiated and managed three major Subcontracts totaling $88M, resulting in on-time, under budget system deliveries for a five-year U.S. Navy submarine acoustics program. Provided advice to technical personnel on development of statements of work and requests for proposals. Managed compilation of and training on Division Procurement Procedures. Skilled with Deltek CostPoint ERP software, including Procurement, Projects, and Accounting modules.

 Negotiated and managed State Government transit agency Prime Contracts and related Subcontracts from cradle to grave. Supported Business Units’ proposal development for multiple transit agencies and security opportunities. Evaluated Commercial and Government Prime Contract RFPs, limiting company liability through properly interpreting contractual requirements and coordinating internal interests during negotiation of terms and conditions. Constructed strategic teaming agreements and nondisclosure agreements during proposal development.  Reviewed, negotiated, and established Reseller and System Integrator Agreements for Surface Transportation and Airport System Integration Business Units. Reviewed proposals, negotiated prices, and selected suppliers who provided the best overall value to the project and company.
