Devon’s practice focuses on administrative law, particularly advising and representing clients in the gaming and medical marijuana industries, including: Helping cannabis companies navigate state law and regulations;Representing clients throughout the state agency rulemaking process and in administrative rule challenge proceedings, including assisting clients in the subsequent recovery of attorneys’ fees and costs; Representing clients in hearings before regulatory agencies and the Division of Administrative Hearings, including successfully opposing an agency’s attempt to withdraw client’s operating license; Representing client in obtaining Final Order Granting Declaratory Statement from a state regulatory agency, enabling the client to make cost-saving changes to its business operations without unnecessarily risking its ability to maintain its license. The representation included successfully opposing multiple third-party competitor attempts to intervene to prevent the issuance of the declaratory statement; Advising ancillary businesses that serve Florida’s medical marijuana industry and qualified physicians on compliance with Florida’s medical marijuana law, as well as providing advice relating to cannabis-specific banking issues; Assisting client’s employee in obtaining requisite occupational license following an initial letter of denial based on employee’s previous criminal conviction; Assisting clients in efforts to obtain gaming licenses and licenses to cultivate, produce, and distribute medical marijuana in Florida; Assisting clients with legal issues related to change of license ownership; Drafting legislation and rules, as well as providing legal advice on proposed legislation and rules that could affect clients’ business interests.

Taught Cannabis Law and Regulation class to pre-law undergraduate students: the curriculum included a study of industry business strategy, corporate finance, and entrepreneurship related to cannabis. Including constitutional, criminal, and business law.

Represented post-bankruptcy trusts in securing insurance coverage for asbestos-related liabilities, represented a national non-profit organization with respect to recovery from insurers of amounts spent in the successful defense of the organization’s public education campaign.

Represented domestic, foreign, and sovereign clients in federal court, including defending clients in complex litigation involving the Foreign Sovereign Immunities Act and act of state doctrine, as well as litigation related to alleged international cartel activity.Had an active pro bono practice. Successfully litigated a landlord-tenant dispute in D.C. Superior Court, helped a transgender immigrant from El Salvador attain asylum in the United States, helped a domestic violence victim win full custody of her child, and was part of a team of attorneys that successfully represented a sexual harassment claimant in the District Court for the District of Columbia.
