He completed a 25-year career as a commissioned officer with the U.S. Public Health Service. He was the Director of Training and Senior Management Consultant at the Center for Veterinary Medicine (CVM) with the U.S. Food and Drug Administration (FDA). He received a dental degree from the Harvard School of Dental Medicine and a Masters in Instructional Technology from San Diego State University.
