Charged with planning and leading multi campus operations for the fourth largest community college in the State of Florida. College wide departmental responsibility includes Security, Emergency Management, Risk Management, Environmental Services, Facilities Planning, Energy Management, Construction, Maintenance, Custodial, Landscaping, Fleet, Warehouse, Building Code Official, Materials Management and Interior Design.Served as Owners Representative for Capital Projects, remodel, renovation and maintenance projects. Department oversight included fiscal responsibility of $54M, design review services and capital outlay programs. Responsible for leading a department of approximately 250 employees, 405 acres, and 2.6 million building gsf.Developed and directed preparations and approval of educational plant surveys, capital improvement programs, project priority list for the college along with other state required reports. Executed RFQs and contracts for Design Build and CM@Risk projects.

Charged with directing and overseeing facilities operations of 70+ facilities staff members across ten primary college campuses encompassing 2.6 million GSF. Responsibilities include managing a 10.5 million facilities budget, planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensuring compliance; coordinating activities between multiple service areas and departments. Provide design review services to ensure new construction projects are consistent with college standards and energy management plan. Work to develop/refine college design specifications for energy conservation purposes. Responsible for strategic project coordination, contract administration and management for multiple service departments.

Worked to develop and update design specifications for energy conservation and maintenance projects. Responsible for initiating the colleges energy rebate program to acquire local, state and utility funding on construction projects. Grant writer and awardee of $500k grant to install solar panels at two campuses. Charged with educating students, faculty, and staff on energy conservation program through presentations and workshops.

Developed energy protocols for the University of the Virgin Islands. Responsibilities included project management of energy conservation projects with cumulative cost avoided savings of $900k. Oversaw implementation of energy management protocols for three NYS OMH facilities within the tristate area. Facilities ranged between 800,000 to 2,000,000 GSF. Develop performance specifications and operating protocols for new/supplemental emergency power, heating, and cooling plants. Service contract review for emergency power systems, building ventilation and temperature control systems, and centralized heating and cooling plant control systems.Performed a utility master plan for a facility identifying opportunities for optimizing capital programs.
