Coordinated the Executive Assistant Commissioner for Trade and other senior officials for multiple engagements with 182 members.• Delegate to the WCO E-Commerce Working Group, addressing tsunami of small parcels that bypass customs and enforcements procedures, contributing to the opioid crisis. • Delegate to the WCO annual Finance Committee meeting, analyzing the $16 million euro budget, member assessments and internal organizational fiscal controls.• Delegate to the WCO Enforcement Committee covering border security issues.• Proliferation Security Initiative (PSI) CBP Delegate to Operational Experts Group in Singapore; multilateral PSI Asia-Pacific Exercise Pacific Protector 17 in Australia; bilateral exercise with Jordan. Provided Customs expertise and training on the interdiction of Weapons of Mass Destruction for 105 partner countries. • Launched negotiations for installation of CBP Preclearance facilities at foreign airports in a dozen partner countries, including Mexico, Italy, Brazil, Argentina, the UK, and Iceland.• Monitor CBP interdiction of imports that violate Intellectual Property Rights and seek international compliance with such trade violations.• Delegate to the International Summit on Borders.

• Developed the Safeguards Program for the liberalization of export control policy for Poland, Hungary, and the former Czechoslovakia (post-Berlin Wall). Organized a year-long series of bilateral negotiations to assist these governments in implementing a strategic goods and technology export control regime. Precursor to the EXBS program.• Provided guidance to industry for international marketing of dual-use technology commodities in accordance with U.S. export control policy requirements. • Conducted comparative analysis of the export control policies and procedures of twenty-five countries that led to a reduction of 2,450 export licenses annually, improving industry sales by over $1.3 billion.• Prepared Critical Technology Assessments on foreign government policies relating to competitiveness in the fields of Optoelectronics, Ceramics, Composites, Artificial Intelligence, and Superconductivity.
