• Led the award winning DART $1B Green Line construction - the longest light rail line built in the country at the time - on time, within budget and without claims.• Oversaw the successful construction of the double track expansion of the TRE commuter line linking Dallas to Ft. Worth. Expansion consisting of a mile long double track bridge, built safely during active train operations (one side at a time), in compliance with FRA rules and regulations.• Responsible for leading coordination and negotiations with contractors, consultants, affected freight railroads, member cities, and internal departments with positive partnering results.• Directly responsible for the development, acceptance, and execution of DART’s first Construction Management/General Contractor (CM/GC) project delivery system.• Instituted with media relations a successful web-based construction alert system to assist in community communication.• Oversight and management resulted in significant schedule and budgetary benefits (<5% contingency usage) during a period of soaring labor and material costs. • Contracting Officer Representative for a $210 million General Engineering Consultant contract. • Instituted an award winning safety program including background checks, providing ID badges, and bi-lingual training, resulting in a lost work hour cost of 75% less than industry standard.• Oversaw the miscellaneous construction task order staff and contracts, consisting of over 300 task orders for a contract cost of less than $6 million.• Responsible for leading and managing a professional DART staff, over 200 consultant staff and over 2000 contractor personnel.
