Project Lead for Iowa and Milan Army Ammunition Plants Facility Use Contract Go-Forward Plan. Responsible for integrating PEO Ammunition Enterprise Strategy and PM strategies into plan. Mar 2003 to May 2006 Staff Principal responsible for the oversight of Section 806 Determinations. Policy oversight and lead for stakeholder and multi-service team to re-engineer Section 806 Submission, Review, Assessment, Staffing and Approval process using Lean Six Sigma principles. Program Management Lead for Armament Retooling Manufacturing Support (ARMS) Program. ARMS Planning and Execution responsibilities ($3M annually) include: process mapping, review of proposals, GOCO facility tenant marketing and incentives, application of performance measures and tenant review in support of Industrial Base Strategic Plan.

Responsible for 60mm, 81mm and 120mm Illuminating Mortar Cartridges. Responsible for 6 total life-cycle and technical management (Development, Testing, Type Classification, Production, Materiel Release, Fielding, Sustainment and Funding) of 60mm, 81mm and 120mm Illuminating Mortar Cartridges. Achieved 7 Type Classifications, 3 Materiel Release, multi-year production deliveries and numerous task and contract awards for components, subsystems and Load, Assemble and Pack. Lead matrix support personnel, contract support and OGAs to meet program objectives within budget. Assignments characterized by such exigencies as political inquires, Multi-service DoD involvement and Foreign Military interest and procurements.

Responsible for the planning and execution of the 60mm XM767 and the 81mm XM816 Infrared Illuminating and the 60mm M721 Visible Light Illuminating Mortar Cartridges. Maintained continuous coordination / interface with PM, ARDEC & OGAs in order to achieve program objectives & milestones. Serves as focal point for all ARDEC Technical Activities associated with these programs. Responsible to prepare / present updates to the Product Manager.

Advanced Field Artillery System / Crusader Program. Responsible for Regenerative Liquid Propellant Gun #3 and system “bridge” contract. The RLPG #3 was a major sub-system of the Advanced Field Artillery System.

Jan 1987 to Mar 1991 Served as primary point of contact for packaging on all mortar items. Assisted in the development and testing of both the metal & the plastic container system for 81mm mortar ammo. Responsible for the packaging design for mortar ammo to include the 81mm XM821E1 / XM889E1 HE cartridges, 60mm XM721 Illum, XM722 Smoke cartridge and the Wide Area Mine program. Coordinated /supported the XM821E1 & M880 engineering & production tests. Developed “wax-impregnated container to replace “jungle Wrap”. June 1985 to Jan 1987 Responsible for planning, executing and evaluating engineering projects for 60mm, 81mm and 4.2 In mortar cartridges. Provided engineering support in production for both the mortar cartridges and related components. Designed and qualified the M935/M734 fuze non-propagating interplant packaging.
