Director Of Community Development
CurrentLeads the Community Development Program in defining projects and priorities to meet the mission of BSED and the County. Sets goals, work plan, and budget for the department.Grant research, writing, administration of awards, and completing reporting and compliance. Lead fundraising efforts (sponsorships, campaigns, events) to provide matching funds. Create and present grant research and writing training. Federal funds secured include over $4MM in US EDA funds for Rock31 program, building renovation, public infrastructure, and a Revolving Loan Fund (RLF). Awarded $1.6MM in EPA Brownfield assessment funds and $1MM Cleanup RLF.Manages solicitation processes-preparing RFPs, bids, evaluation, contracts, and contractor performance for planning and development projects. Conducts research and analysis providing recommendations for proposals, programs, grants, and services.Project development/management and oversight of planning and construction projects. Projects range from infrastructure investments (water, sewer, roads, bridges) to community investments (parks & trails). Pre-disaster mitigation initiatives include flood control, fuels reduction, and emergency preparedness. Plan, organize, and implement community needs assessments and partner on implementing projects identified in the assessment.Provide relocation and recruitment services for companies including Fortune 500 companies, to Montana including development of incentive packages, location packages and land acquisition.Formed a communitywide placemaking microgrant program, Space2Place, offering individuals (youth & adults) and community groups to apply for funding to complete small grassroots placemaking projects throughout Yellowstone County. Focused on inspiring community service and giving back to our communities through creating active, engaging public gathering places that build community.Development and administration of Tax Increment Finance Districts and Targeted Economic Development Districts.
