Responsible for representing USAID’s portfolio to all key stakeholders across 12 Pacific Island nations: Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea (PNG), Republic of Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu to ensure that USAID’s portfolio is supporting country development and the USG’s broader foreign policy objectives in the region. Established Portland office in 2009 and served as Program Manager for implementation of Nexant’s industrial energy efficiency program for the Energy Trust of Oregon, focusing on delivering energy savings through an incentive-based program. Authored an energy efficiency strategy for the high tech manufacturing sector in Oregon’s Silicon Forest. Director (1999-2003) and Deputy Director (1997-1999), Office of Energy, Environment and Enterprise, USAID/India. New Delhi, India. Over a six-year period, I supervised a team of 13 engineers and other specialists implementing a highly successful energy program to reduce millions of tons of greenhouse gas emissions, improve efficiency in India’s coal fired power plants, help establish the South Asia Regional Initiative for Energy (SARI/E) and create major policy agreements between the U.S. and India on global climate change.

Established World Wildlife Fund program in the Philippines and implemented a $22 million USAID-funded Debt-for-Nature Swap. Led a team of American and Filipino environmental, legal and finance experts and provided technical assistance to establish the Foundation for the Philippine Environment. The Foundation was established through an extensive national consultative process with the NGO community and government and has been operating for over 15 years now providing grants to NGOs throughout the archipelago.
