After graduation, work for School Mathematics Project (SMP), National Poisons Information Service, and various local authorities (Royal Borough of Kensington & Chelsea and South Hams, Teignbridge and Mid Devon District Councils), as well as the Department of the Environment. In 1987, book research in Eastern Europe.From 2003-2010 time split between private sector housing enforcement, energy efficiency projects, affordable housing and homelessness prevention work in the UK and occasional work with partner organisations in Eastern Europe, including Environmental Impact Analysis critique, housing resettlement planning, project-management training, and eco-tourism environmental test kits in Romania and Bosnia. Since 2010 working exclusively for Monitor, initially carrying out inspections (often high-risk, high priority housing), inventories and policy reviews for local authorities, then focused housing consultancy and specialised training for landlords, letting agents, local authority enforcers, and other housing-related professionals, with follow-up mentoring.Recent experience includes national training for ARLA (Association of Residential Letting Agents), verification of accredited landlords for UNIPOL, training for the Chartered Institute of Environmental Health and a range of enforcement and support staff of local authorities and housing associations. Member of the Chartered Institute of Environmental Health’s national Housing Advisory Panel, and a co-author of the CIEH’s Excess Cold Enforcement Guidance (2019).Locally, my time is divided between paid and pro-bono work. I’m a member of Exeter’s Private Rental Forum, focusing on housing conditions in the private rented sector, and am an organiser of “The Renting Minefield” (now "Rent Smart Devon") – a bi-annual training and update event in partnership with Exeter City Council and University, ARLA and the NRLA, for landlords, letting agents and suppliers. In 2020 our work included MHCLG (now DLUHC) Innovation and Enforcement Grant projects with five different local authorities in South-West England, creating resources and standardised referral systems, delivering training to university, enforcement and third sector tenant and homelessness support staff, as well as to landlords, letting agents and data-miners. I was the Area Manager (Western Devon) Office for National Statistics, managing the 2021 Census, and since 2021 I have also been an Associate Lecturer at the University of the West of England.
