Primarily responsible for the development and execution of budget, manpower planning, resource acquisition, human capital utilization, and labor relations. Oversaw the streamlining of operations with the elimination of 17 field managers and closing of 8 offices while improving results in terms of accidents and injury reduction. During a 13 year period held three Senior Executive Service positions: four years as the Deputy Administrator, the Agency's largest program component, as well as the Director of Administration and Management and the Director of Educational Policy and Development.
