Consultant For M&E Activities, Ace Ii Project

I support the management of the M&E function at the 24 African Centres of Excellence (ACEs) within East and Southern Africa. The IUCEA is the Regional Facilitation Unit (RFU) for the ACE II project with ACEs in Ethiopia, Kenya, Malawi, Mozambique, Rwanda, Tanzania, Uganda, and Zambia. I oversee data collection and reporting, and aggregate reports from all the ACEs into project reports. I supervised the design of an online reporting portal. To date, all centres are able to able to submit data into the system, and the project is able to validate the data and share feedback with the ACEs.

This was a short term consultancy to design an end-line evaluation of the Multinational Lakes Edward & Albert Integrated Fisheries & Water Resources Management Project (LEAF II) cross-border project. Acholi Religious Leaders’ Peace Initiative (Arlpi)

This was a short term consultancy to support the Northern Uganda Rights, Peace and Reconciliation Programme of the Acholi Religious Leaders’ Peace Initiative (ARLPI), supported by the Royal Danish Embassy. I prepared an inception report detailing the study design and evaluation criteria based on the project theory of change and international standards, and data collection tools. Using the data from focus group discussions with community-based Peace Committees, religious and political leaders across the Acholi sub region, I prepared a mid-term report. I tabled the preliminary findings for stakeholders’ validation, and incorporated feedback into the final report.

As a short term consultant, I supported the World Bank - Uganda Skills Development Project at the Ministry of Education and Sports. I developed an intervention tracking matrix to track and update implementation progress in accordance with the project Annual work plan, procurement plan and contract management schedules.I also contributed to the drafting of the Civil works and Environment Social Safeguards supervision and monitoring plan, including the development of a reporting format, risks register and progress monitoring table. Additionally, I supported the project Environmental Social Safeguard specialist to develop a matrix for tracking contractors’ compliance with government and donor requirements.

As an M&E Specialist for the Global Partnership for Education (GPE) - Uganda Teacher and School Effectiveness Project in the Ministry of Education and Sports, I designed and managed the effective use of tools for progress and compliance monitoring in all aspects of project implementation including: construction, environmental and social safeguards, procurement, disbursements, school inspection, and teacher training. With my management of the web-based infrastructure monitoring platform and integrated inspection system, we achieved a regularly updated results framework that contributed to accurate reporting on all project indicator targets. Similarly, I managed the independent verification of achieved disbursement linked indicators (DLIs) by a third-party verifier, which triggered a disbursement of USD 35.4M from the World Bank.

I participated in writing the end of project report and designed a final project results framework for capturing annual achievements.

Under the USAID Northern Uganda Malaria AIDS & Tuberculosis Project (NUMAT), I planned and coordinated activities to strengthen the Health Management Information Systems (HMIS) in 15 district local governments in Northern Uganda, in collaboration with the Ministry of Health. In this role, I supported the capacity of 200 public health facilities to collect and report accurate clinical data. My data analysis work supported project reporting to USAID and contributed to internal learning and adaptive management. I supervised the LQAS study and participated in analysis and report writing.
