Supervised the design and establishment of a sustainable monitoring system for the Service Improvement Programme (SIP), which has since 2013 accounted for yearly investments of USD 500 million in rural development. Developed strategy for the collection and analysis of standardized project, social and economic indicators at the district level, designing research and implementation agreements between DIRD and international institutions, other national line agencies, and all 400 subnational administrations of the country. Through on-the-job training of thematic teams, oversaw the design of instruments and the collection of a massive, baseline diagnosis of administrative capacity and socioeconomic development in PNG. Planned and facilitated migration of collected data into UNICEFs DevInfo, including use of SMS technology (UNICEF’s RapidPro) to implement NGO-led decentralized monitoring of remote health and education facilities, piloted by World Vision PNG. Advised and monitored the elevation of DIRD to ministerial status, technically overseeing the adaptation of the Departments corporate structure and the SIPs administrative, financial and monitoring frameworks. Collaborated in the design of DIRDs Corporate Plan 2011-2015 and DIRDs Corporate Plan 2014-2018 in the organization and technical direction of the teams in charge of drafting the DIRDs corporate structure approved by DPM in 2012 and in the drafting of DIRDs 2013, 2014 and 2015 recurrent and development budget submissions. Activities led to a ten-fold growth of supervised resources and a doubling of DIRDs funding and staff between 2010 and 2015, and to progressive improvements in the quality and transparency of rural interventions at the district level in PNG. These activities promoted distributional equity, transparency and clarity in the country’s budgetary processes and reporting. The DER report (confidential at the time) provided a clear diagnosis used for high-level consultations informing decentralization reforms in the country, fostering the channeling of development expenditure through the national budget (whereas prior to the DER, over 50 percent of those expenditures were made outside the budget, using trust accounts). Carried out quantitative and qualitative field research with extensive semistructured elite interviews in Argentina between 1994 and 1996, for Frances Hagopian (Tufts and Harvard University), analyzing the impact of economic liberalization on political representation. Mediated on multiple armed conflicts, helped liberate and evacuate national and international personnel in critical situations, and organized the disarmament of ex-combatants and the destruction of thousands of weapons.
