Member of the original team which developed the program for the privatization of the water and electricity sector in Abu Dhabi and created the template of a practical and transparent procurement process of a project financed independent water and power producer (IWPP) project, which template is highly recognized worldwide in the sector and their stakeholders (developers, utilities, contractors, banks, etc.) and successfully used with proven track record since more than a decade not only in Abu Dhabi but as well adopted by many other countries. In particular developer and architect of the payment calculation provisions and bid evaluation procedures taking into account the coincident production of electricity and potable water.Project development, concept and process optimization, investigation and evaluation of different alternatives; initiate, develop and prepare techno-commercial models, comparisons, analysis, tariff and asset value investigations, feasibility and concept studies, etc.; including thermodynamic (fuel) calculations, review of project related fuel models and payment settlement systems.Preparation of request for proposals (RFP) for all privatization projects, including preparation of all documents contained in such RFP, such as instructions to bidders, specifications, draft project agreements; in particular ensuring adequacy and completeness of the price evaluation (tariff or asset value) and of the payment calculation method and procedure.Bid evaluation and negotiations with bidders of project agreements, such as power (and water) purchase agreement, shareholders’ agreement, land lease agreement, asset transfer agreement, O&M agreement, EPC contracts, gas supply agreements, aluminium purchase agreement, alumina supply agreement, etc.Key projects included 14 I(W)PP projects, 2 Independent Sewerage Treatment Projects, 1 Nuclear Power Project, 2 Solar PV Projects, 1 Solar CSP Project, 2 Aluminium Projects (1 Smelter, 1 Rolling Mill).

Advising the Government of Abu Dhabi in connection with the Taweelah A2 power and desalination project, developed on a build, own, operate (BOO) basis to generate 710 MW of power (CCGT) and produce 50 MIGD of potable water (MSF). Providing technical consultancy services to the Dubai Electricity & Water Authority (DEWA), UAE, in connection with the re-powering project of Jebel Ali D Station, developed to upgrade the existing conventional steam power and desalination plant Jebel Ali D, Phase II, from the initial 225 MW and 17.2 MIGD to a combined cycle plant by addition of 400 MW gas turbine power. Specific tasks included the development of a basic design concept, the preparation of tender documents, tender evaluation and tender negotiations.Providing technical advisory services to the Ministry of Electricity & Water (MEW) of the Government of Oman in Muscat in connection with the privatization of the Sharqiya power system in Oman. Specific tasks included the preparation of tender documents for a 250 MW power plant on an IPP basis and an extension of the transmission and distribution system on a turnkey basis.
