Providing Comprehensive Monitoring and Evaluation Strategy to two project implemented by Gede Foundation. These projects include;1. BMZ (Germany's Federal Ministry for Economic and Cooperation Development) funded North Central Transitional Aid in Nigeria (NoCTRAIN) Project;2. Comic Relief funded OpenMinds Project (co-implemented by the Leprosy Mission Nigeria, the Leprosy Mission England and the Leprosy Mission Wales).

The 2nd phase of the "Negotiating & Strengthening SGBV Protection for Women's Rights Advocates/Marginalized Groups/organizations project in FCT, Adamawa and Sokoto States" required the services of a consultant to conduct a mapping and organizational capacity needs assessment of relevant organizations/entities working on eliminating violence against women and girls as part of the initial stage reading to the project implementation. The mapping was conducted after three research assistants were centrally trained and deployed to the various locations for the exercise. the results of the mapping informed local organizations that collaborated in the project and management system areas where the project needs to prioritize capacity development/improvement.

- Led the conduct of an impact evaluation of the IOM in Nigeria’s MHPSS and Protection program in the Northeast states of Borno, Adamawa, and Yobe (BAY states).- Carried out an initial comprehensive desk review of all relevant program documentation. - Developed the evaluation protocol that included the evaluation framework, methodology, qualitative and quantitative data tools, and evaluation data management process. - Deployed an electronic/computer-based data collection platform using KoboToolbox. - To assure data quality throughout the data collection phase of the evaluation, I deployed a system that tracked the performance of fifteen enumerators leading to the collection of qualitative and quantitative data collection from over four hundred members of the conflict-affected population, counterparts, state, and non-state actors.- Produced and disseminated reports of preliminary findings and a final validated evaluation report. - Carried out the baseline knowledge, attitude, and practice survey for the “Promoting Durable Shelter and Livelihood Solutions for Returned IDPs in Adamawa State” intervention.

- Led the conduct of ASSESS project’s end-line evaluation covering five local government areas of Adamawa state.- Conducted a comprehensive desk review to gain insight into the project’s implementation logic, and expected, and actual results.- Developed an evaluation framework that guided the evaluation process, methodology, data collection, and analysis plan. - Deployed evaluation data collection tools using the kobo toolbox and oversaw the data collection process to ensure quality data collection and transmission in accordance with the evaluation data management procedures documented in the evaluation terms of reference/protocol.- Derived, documented, and disseminated insights, findings, and recommendations that have been used for the improvement of project design and implementation strategy used in a similar project.

This consultancy involved support to Kaduna State Government to carry out a survey aimed at identifying and listing the poorest of the poor amongst the vulnerable population (using the poverty probability index) in three local government areas of the state. This consultancy also involved support to develop the state’s health financing strategic plan. I led the development of the health financing strategic plan and facilitated the process of the document’s review and validation.Prior to the work with the Kaduna state government, HSCL engaged me as a research consultant. This position required the collection of quantitative and qualitative data through in-depth interviews with key respondents from state social insurance agencies in the North Central states of Nasarawa, Benue, Kogi, Plateau, Kwara, and the FCT. Data collected were also transcribed and preliminary analysis carried out by me. I also wrote and submitted comprehensive reports on analyzed data and my field experiences.

- Assessed the preparedness of Social Health Insurance structures in North Central states of Nigeria (FCT, Kogi, Benue, Plateau, Nasarawa, Kwara).- Carried out analysis and provided preliminary findings from the assessment data. The results of the efforts informed institutional gaps in State social health insurance systems, recommendations for improvements, and areas where support should be channeled to.

Supported the “Negotiating and Strengthening SGBV Protection for Women’s Rights Advocates/Marginalized Groups in Adamawa, Sokoto and FCT” project and the “Legal and Social Empowerment Program on Women’s Rights in Kaduna and Plateau States” with the development and execution of efficient and effective monitoring, evaluation, and learning systems. This involved the development and implementation of monitoring and evaluation plans and data management sub-systems. The assignment also included conducting formative, midterm, and end-of-project evaluations.

1. Supported the development, review and improvement of M&E processes for all interventions within the project. This include the development of a project wide performance monitoring plan, data management processes, feedback mechanism to help in facilitating continuous quality improvement, etc. 2. Design and execute research initiatives. This includes the development of research protocols, research team building and training, quality data collection guided by job aids and standard research monitoring procedures and tools. Just recently completed a research intervention that helped establish student satisfaction with the teaching methods adopted by the teacher in the School of Health Technology, Etinan. 3. Development and execution of project evaluation activities. 4. Liaise with relevant stakeholders and engage competent consultant (and other adhoc staff) as part of efforts to build a reliable research team.

1. I contributed to the formulation of long-term and annual strategies of the M&E team and to the PLAN-Health project in relation to monitoring and evaluation activities.2. Designed and deployed the Ukana-West Ward II Community Based Health Insurance scheme’s monitoring and evaluation system. 3. Developed data management tools and processes for all project interventions. 4. Developed the framework for monitoring and evaluating the performance of PLAN-Health CSO partners that were awarded grants to work in the area of PMTCT and HIV/AIDS prevention. 5. Led the development mechanism for CSO data quality assurance exercise. 6. Participated in the conduct of 4 ART CSS in 2 states, 2 base line surveys in Gombe and FCT and 2 post intervention surveys in the same states. Led the post intervention survey which was carried out using a mHealth platform based on District Health Information System 2 (DHIS2). Other responsibilities undertaken to make the surveys a success included; engaging lead research consultants and mobile health consultant, managing the repository for data storage, monitoring the data collectors level of effort by pre-defining expected daily performance objectives and promoting adequate data quality through the use of daily monitoring data tools and supportive supervision and on the spot checks for adherence to standard operating procedures documented in the study protocol. Supportive supervision and spot checks for data quality were informed by the daily trend analysis of data received. 7. I manage all monitoring and evaluation strategies, interventions and activities for the PLAN-Health project. I also work to ensure that the program is periodically assessed to measure level of performance against defined strategic objectives and intermediate results. For the last 11 months, I have led the M&E team responsible for managing a performance monitoring system that comprises of project’s performance monitoring plan and annual year plans to ensure act

Provided integrated technical assistance for the capacity building of CSO and government partners in strengthening their management system and support the delivery of programs for project management, grants & procurement management, proposal development, and leadership and management in order to enable the partners to be more programmatic, institutional and financially sustainable. 2. Provided information technology and information systems technical assistance to the divisions under the Federal Ministry of Health, Federal Ministry of Women Affairs, other government agencies (like NACA) and Civil society Organizations working in HIV/AIDS programming in Nigeria.3. Developed study learning aids and manuals for teaching computer appreciation to clients of the PLAN-Health project, including the FCT Agency for Control of AIDS and Gombe State HIV/AIDS Programme. 4. Implemented an enterprise network infrastructure for HIV/AIDS division of the Federal Ministry of Health. This network is comprised of Windows 2008 R2, MS Exchange Mail Service and SharePoint 2007. This deployment is aimed at providing NASCP a platform for which they can share resources and collaborate as a team and communicate more effectively within the organization and with external stakeholders.5. Provide IT support service to the staff of the PLAN-Health which include amongst other things, the management of SharePoint 2010 portal, development of tools for data collection and the introduction of innovation that make teams work more efficiently.6. I am a member of the PLAN-Health TWG that provides technical guidance in the development and implementation of appropriate plans to monitor progress, evaluate effectiveness, and disseminate achievements. This group is headed by the Director, operations research and draws its membership from all the multi-functional teams that make up the PLAN-Health project team. I also serve as the database architect for this TWG.
