The warehouse management main functions included:• Oversee and coordinate all routine warehouse activities, including receiving, storage put away, picking & packing and dispatch of all health commodities.• Establish and oversee the staff management methodology for the warehouse general manager.• Review, monitor, adjust, and enforce the inventory management policies and standard operating procedures to ensure inventory accuracy in the warehouse management system (WMS) and allow timely communication of stock status reports to key stakeholders. • Stock cycle counting was reinstated, and the stock accuracy Key Performance Indicator was measured monthly against the target of 97.5% stock accuracy. • Ensure proper coordination with the Operations department, to have maintenance plans with service providers for all warehouse related infrastructure equipment and material handling equipment (MHE).Due to the transition to a new Warehouse Management System (WMS), I managed the system implementation while delegating many of the daily warehouse operational functions to Warehouse general manager. Managed the Core WMS implementation team for customizing the new WMS system to meet the Haiti Warehouse and distribution user requirements which included:• Developing a WMS transition project plan on Smart Sheets. • Set-up and lead core working group to implement the new WMS system, which included the WMS specialist, the Warehouse general manager, IT Officer, and representatives of the new WMS service prover.• Reviewing and cleaning all the legacy data from the old WMS to reduce the number of SKU’s from over 2,500 legacy stock items to less than 700 SKU items actively kept in stock.• Reviewing and cleaning up the health facility master data to create the client data in the new WMS system (555 Health Facility addresses).

Global Health Supply Chain - Technical Assistance (GHSC-TA) resources re-allocated by USAID to support National Department of Health (NDoH) respond to COVID-19 Pandemic.I was allocated to a national team which included working with NDoH, Provincial Departments of Health, Business for South Africa, Department of Trade & Industry, National Treasury, other donors and Agencies such as CHI in providing the following assistance.1) Demand forecasting and planning of PPE for all Health Care workers for South African Public Health sector.2) Weekly National Provincial PPE Coordinator team meeting to assist provinces with PPE supply chain issues.3) Proposed a National central strategic Procurement process to NDoH, which was rejected due to National Treasury issuing emergency procurement regulations for a decentralised procurement process in May 2020.4) Proposed Strategic National PPE store with contracted Third Party Logistics (3PL), which was accepted and implemented.5) Measure and Evaluation (M&E) of the effective use, and stock levels of PPE at a Health facility level (Hospitals, Community Health Centers, and Clinics). The existing system used for M&E of essential medicines in South Africa, was modified to include PPE and implemented within weeks of the expanded mandate being approved.Original assignment before Covid-19 re-assignment in April 2020:Appointed as Technical adviser to implement the logistics for the distribution of USAID funded Voluntary Medical Male Circumcision (VMMC) surgical kits, and HIV self test kits to USAID supported NGO's in South Africa.Functions include:- Forecasting of VMMC demand.- Setting up a Track & trace system- Coordinate between all the NGO implementation partners in South Africa.- Work with contracted 3PL company (DSV) to manage central 3PL stock and monthly distribution.- Develop Power BI dashboard to increase supply chain visibility of distributed VMMC kits.

SCMS appointed to evaluate the Medical Supply Depot (MSD) Gauteng Department of Health for opportunities to improve Logistics, warehousing and Procurement. Phase 1: Implement findings and recommendation of the SCMS Survey at provincial Medical Supply Depot (MSD). Teams of Purpose (Top) methodology used as a change management approach for implementation. Project target to save the Gauteng Department of Health R100 Million. I lead the Procurement Stream Improvement team: Identified large off contract spend resulting in Pharmaceuticals being procured at a premium by the GDoH. Mapped business processes and identified issues with regard to Policy and Procedure misalignment. SCMS team built a database of all National contracted Pharmaceutical items. SCMS used an exception report that identified all Purchase Orders that were being purchased from the incorrect supplier at inflated price, stopped transaction and corrected Purchase Order.RESULT: Saving of R170 Million per annum through elimination of non-compliant purchase orders. Phase 2: The MSD procurement process analyzed using a brown paper exercise technique. Identified reason for slow service delivery to Hospitals/facilities was large amount of Non-Pharmaceutical consumable items not on contract. Proposed to the Head of Department (HoD) of Health Gauteng to urgently issue an interim contract to place Non-Pharmaceutical consumable products onto provincial contract. Set-up a procurement team of procurement specialists. The team was tasked with issuing a tender to the market for 1300 Non-Pharmaceutical products. Issued the RFQ, evaluated response, negotiated and successfully facilitated the recommendations of 879 items through the government Local Acquisition Committee (LAC), and awarded in 45 days.RESULT: The average savings achieved was 48% reduction in price per unit. Annualized savings of R160 million. Lead time reduction on all awarded items negotiated to 5 days from standard 30 days.
