Dion Santana Trahan is director of advance and external policy & communications officer for the W.K. Kellogg Foundation in Battle Creek, Michigan. In this role, Dion is responsible for managing a portfolio of communication projects across the foundation and collaborating with internal and external stakeholders to design, plan and implement strategic communications campaigns and projects to advance the foundation’s mission. Dion plays an integral role in preparing WKKF’s president and CEO for events and coordinating with media and other local, national and international entities to successfully communicate the foundation’s strategies.

•Used background and experience in electronic health medical records to contribute in assessing and confirming the utility of selected quality measures selected for inclusion in HITECH Electronic Health Record (EHR) Incentive Program. •Relied on years of conducting investigations and oversight of health care programs in the federal government to support CMS by tracking and aiding in investigation of complaints, monitoring trends, and in the case of egregious allegations, provided Targeted Observations and referrals to the Secret Shopping task. •Leveraged my expertise in Medicare Advantage, Medicare Advantage Prescription Drug Plan, Prescription Drug Plan (PDP) and Medicare Part D, in addition to its policy implications, to validate whether medical plans where complying with the latest CMS policies. •Was on team for Center for Medicare & Medicaid Services (CMS), Secret Shopping Market Surveillance project which audited entities to ensure compliance that marketing representatives and agents or brokers abided with CMS marketing requirements and guidelines. •Conducted quality assurance reviews of audited plans and methods employed to ensure they were in compliance with CMS, guidance, regulations, and policies. Auditing (i.e., Secret Shopping) public group sales events provided CMS with key insights into how representatives or agents conduct themselves when marketing to potential beneficiaries and to what extent they are complying with CMS requirements. •Provided legislative interpretation, regulatory compliance, and environmental scan that impacted the Center for Medicare & Medicaid Services (CMS), Virtual Contact Center Strategy (VCS), Office of Communications. Wrote a white paper detailing an overview of the Patient Protection and Affordable Care Act (ACA) and the policy implications to the client. Analysis also covered the Medicare Prescription Drug, Improvement, and Modernization Act (MMA) and the affects on beneficiary populations.

•Responsible for the Subcommittee's investigations, legislative agenda, tracking legislation, policy memoranda, drafting legislation, and advising Chairman on legal and policy issues. •Responsible for oversight, legislative hearings; Sub and Full Committee markups. Accountable for oversight on Department of Veterans Affairs' Office of Information and Technology and Inspector General's line item in federal budget. •Wrote and lead a section of a bill, which improved quality assurance and timeliness of processes to enhance veterans' benefits claims while increasing accountability of agency employees, to enactment into law. •Initiated investigation on several medical companies for overcharging government per Federal Acquisition Regulations. Investigation taken over by Department of Justice. •Lead staffer on national investigation on tainted VA medical equipment that was covered by several national media outlets. Initiated and lead investigation of high profile brachytherapy treatments by rogue doctor who harmed patients. •Provided oversight and guidance on the Department of Defense (DoD) & Department of Veteran Affairs (VA), Interoperability Program Office (IPO) development of requirements and ensuring execution goals existed relating to information technology solutions used by the two agencies. •Provided feedback and guidance pertaining to the implementation of interoperability of health care information for the provision of clinical care; evaluated the development of the joint agencies’ master integrated schedule of interoperable electronic health record systems or capabilities•Supervised, trained, and responsible for Subcommittee's Legislative Assistant, Executive Assistant, and Congressional Fellow. •Staffed meetings with presidential appointees, SES, senior agency officials and interest groups to discuss legal, legislative, budget, policy, and investigative matters.
