Analyzes, interprets, and provides guidance on force structure actions, manpower mgt, and equipment authorizations. Responsible for developing and implementing plans and policies to analyze the current and proposed USAR structure in the Pacific theater. Validate all USAR forces in the Pacific region to ensure they are fully integrated to provide the best sustainable force position in support of Regional Combatant Command requirements. Evaluates, coordinates, and recommends approval/disapproval of concept plans, unit activations, inactivations, reorganizations, and stationing actions. Responsible for planning, programming, synchronizing and integrating the reorganization and transformation of USAR organizations in the Pacific to become modular joint capable forces in support of mission requirements. Obtains info and data from many sources, compiling and analyzing data to identify trends, deficiencies and demographics. Requires experience in mil and civ mgt, HR policy development & program mgt, resource mgt, strength mgt, personnel readiness, mobilization processing, deployment, reset operations, DOD & Svc/Agency regulations and laws. Reviews and validates Civilian and Military positions, RPAs, classifications and req/auth; Assists development and coordination of Schedule 8s for command budget including Planning, Programming, Budgeting and Execution System (PPBES). Synchronizes and integrates strategies and force mgt initiatives and resources with OCAR,USARC,USPACOM,USARPAC, and other Major Subordinate Commands, including 311th Sig Cmd, 18th MEDCOM, and 500 MI.
