About Douglas Dew, Md, Mba, Faaos

Dr. Dew is CEO of Automated Clinical Guidelines. He is an orthopedic surgeon with a background in health IT, hospital leadership, entrepreneurship, & product development. As an inventor, he holds 7 patents. After medical school, he founded Laser Surgery Software, a leader in the area of laser tissue welding & thermal modification. LSS was sold to Premier Laser going public in an IPO the next year. Dr. Dew also served on the BOD of Control Laser Corporation, a publicly traded industrial laser corporation who became the world’s leader in laser engraving of orthopaedic & medical implants for device tracking. His FDA regulatory work has involved GMP, product labeling, 510(k)s, PI on 4 IDE clinical trials, & co-authoring FDA medical software validation protocols. He has lectured & published nationally & internationally, including the Gordon Research Conferences & NIH. Dr. Dew also initiated a multi-year scientific exchange agreement with the Kurchotov Institute of Atomic Energy at Triosk outside of Moscow. He has served as a consulting & designing surgeon for Zimmer Holdings, an educational consultant to Smith & Nephew, & consultant to the investment community. He was an early consultant to Bridge Health, a leader in domestic medical tourism & surgery benefits management. In 2013, Dr. Dew was selected to serve as an Entrepreneur-in-Residence at the FDA in the development of solutions to impact innovation. He served as a member of EIR Strategic Team 2 for streamlining FDA approval to reimbursement working with both the FDA & the CMS coverage & analysis group. Dr. Dew has served as grant reviewer for the SBA Innovative Research (SBIR) Program as a member of the NIH Special Study Section on Bioengineering & Surgery.     Space Healthcare Informatics Policy Working Group (SHIP-WG):The shift from space exploration and habitation by government agencies under government auspices to private space flight and habitation by non-governmental entities such as private corporations presents a spectrum of regulatory and licensing issues for healthcare in space. Under international treaties, the authority of terrestrial (Earthly) governments does not extend above the Karmen Line (90 miles above sea level). The various international space agencies have been aware of this issue, authorizing the practice of space medicine on government space missions under sovereign immunity and consular authority. These agencies describe the use of terrestrially licensed drugs and medical devices on government space missions as “off-label.” Without an agency of competent jurisdiction to issue healthcare licenses for providers, drugs, and devices above the Karmen line, a regulatory framework is needed to authorize, regulate and oversee healthcare for private spaceflight and space habitations. The mission of SHIP-WG is to define and describe one possible regulatory framework to meet healthcare's operational needs and goals for private spaceflight and habitation.AI-based Decentralized Interglobal Medical Expert System (AI-DIMES):The network of software required to meet the seemingly narrow healthcare delivery and healthcare informatics requirements for moon and Mars habitations will be complex. NASA and the other international space agencies have already defined the essential domains in a document commonly referred to as the ExMC. The ExMC document describes five levels of healthcare functionality that align with the six levels of data analysis and machine learning. The mission of the AI-DIMES Working Group is to define and describe one possible ecosystem of software and apps that meet the operational needs and goals of a private spaceflight AI-DIMES using common-of-the-shelf (COTS) technology.
