Oversee the full portfolio of HR activities contributing to the IRS’s strategic vision and mission. Promote diversity in the workforce, effectively leading a workforce that includes baby boomers, generation Y and millennial employees. Serve as Senior Human Capital Advisor to the IRS Commissioner (reports to the Deputy Commissioner Operations Support) and on multiple executive leadership committees reporting to the Commissioner. Created innovative programs to improve morale and productivity while addressing business and employee needs. Successfully led HR operations and maintained workforce stability in a crisis environment marked by sequestration, furloughs, and heightened congressional and public scrutiny. Despite significant resource constraints, I achieved the following as Human Capital Officer:• Substantial improvements in the delivery of online/virtual training, improved quality and accessibility while reducing face-to-face training, resulting in savings of approximately $110M.• Revitalized succession planning by creating and promoting developmental opportunities for employees and managers. Concomitantly, ensured that the federal sector’s premier executive development program remains robust in times of fiscal limitations by using cutting edge content and increased virtual delivery of training.• Secured an agreement between the IRS and the union to implement the first joint employee engagement initiative, addressing employee needs and motivating employees to provide improvements in customer service and business results while fostering a collaborative management and union relationship.

Responsibilities included leadership and executive development; workforce training and education; labor-management relations and collective bargaining; HR management information systems and strategic HR planning. • Directed initiatives to improve leadership training and development and transform the human capital occupation. • Collaborated with internal and external stakeholders to develop an IRS knowledge management strategy• Led mid-term negotiations on the 2012 National Agreement with the union, resulting in an agreement that met bargaining objectives by reducing litigation costs, establishing an alternative dispute resolution process and improving employee morale and satisfaction.
Provided executive leadership in the design, development and implementation of IRS labor and employee relations programs and policies. Established an effective relationship with the union through collective bargaining; provided labor relations support to IRS managers; and developed and implemented policies and programs to address labor and employee relations issues, including informal employee complaints, management and executive conduct cases, ethics issues court-ordered wage garnishments and employee tax compliance cases. Additionally:• Led the implementation of and training on the 2009 IRS contract with the union.• Implemented the official time program - accounting and monitoring the time union representatives spend on representational and tax-related duties.• Directed IRS implementation of the President’s Executive Order on Labor-Management Relations.
