Founder and President/CEO of the Red Team Analysis Society: geopolitical uncertainty, threats and opportunities, strategic foresight and early warning (SF&W) / risk management consultancy and think tank. We help all actors anticipate for preparedness through early warning and navigate political and geopolitical uncertainties through SF&W and risk management, from scenario-building to monitoring and warning through specific studies and actors' mapping, while developing best practice grounded in science. Our means of actions are training, thinking, researching and writing, and advising. I am passionate about understanding the world and domestic and international political dynamics. The tension between China and the US, paradigmatic changes, climate change and biodiversity loss, the related rise of extreme environments, new tech, pandemics are some examples of issues I keep on the watch. With RTAS, I continued and leveraged the experience, knowledge and network acquired while advising and working for the Global Futures Forum (IGO: multinational partnership of intelligence and security organisations of “friends and allies”), and as an independent political scientist. Working at such a high level with intelligence services in an international setting (in non classified albeit confidential mode) was a unique and formidable experience. These were enlightening and life changing years, involving something I could call the "diplomacy of intelligence" and, of course, the leadership of my community of interest (SF&W). More classically I carried out commissioned reports, fostered the creation of new SF&W capabilities and methodologies, delivered keynote speeches, participated and organised dozens of seminars, expert workshops, and international conf., mainly for and with institutional actors (e.g. EU; Europol; French Gov.; German BMZ, Singapore’s NSCC, PMO; US Department of Energy; US Department of State, etc.). At SciencesPo-PSIA and RSIS Singapore, I taught at Master’s level global risk analysis/SF&W. I have published on strategic foresight, early warning, instability indicators, fragile states, complexity and genocide, and written numerous briefs on various SF&W issues and methodologies, on the Islamic State, on the emerging quantum and AI world from a security, government and international relations points of view.Prior to that, I served as senior analyst in international relations for the European Comm. (Eastern Asia, then Globalisation - for the EU Trade Commissioner), created and headed the Cambodian branch of an NGO and worked in finance.

PresidentThe Red Team Analysis Society Oct 2020 - PresentParis, Île-De-France, FrThe Red Team Analysis Society is both a consultancy and a think tank devoted to strategic foresight and early warning (SF&W), anticipatory intelligence and risk management for national and international security or geopolitical issues. Currently, our double focus is 1/ Methodology: the links with policy as well as improving categorisation and moving from categories to dynamics2/ Issues: China and the changing international order, extreme environments, the COVID-19 pandemic. We also continue looking at climate change and geopolitics, artificial intelligence, quantum information science, their development and multiple impacts on society, the corporate sector, governance and the international order, while keeping other threats on watch. Our aim is to allow for the use of SF&W and risk management for political and geopolitical uncertainties by all actors, while developing best practice, notably grounded in science. We fund our think tank open access publications* mainly through our consulting and training activities, which allow us remaining fully independent and non-partisan, while our clients and members can benefit from our research.Nota: We translate the website in French, so far mainly using AI thanks to DeepL. As much as possible, authors will review their articles. However, the website offers more than 600 articles. Thus we shall start with the most recent articles. For the foreseeable future, older articles will remain translated by AI. -

Methodology Of Strategic Foresight And WarningThe Red Team Analysis Society Jan 2007 - PresentParis, Île-De-France, FrMethodologically, we focus currently on two axes of research:1/ How to improve the actionable part of strategic foresight and warning: How to make our practice easier to use, more efficient and more relevant for decision makers and policy-makers? How to improve communication with and delivery to users (decision-makers, policy-makers)?2/ How to help analysts to think better for anticipation focusing on categorisation, taxonomies and dynamics: Is categorisation key in terms of cognition and Why? Why do many analysts appear unable to move beyond placated and thus often irrelevant categories? How help them move from irrelevant categorisation to making useful dynamics explicit? -
The Quantum Emerging World And Its Future: Stakes, Impacts, Race...The Red Team Analysis Society Nov 2012 - PresentParis, Île-De-France, Fr♾ Conference Moderator for the Quantum Computing Business Conference 2019 organised by BPI France - 20 June 2019♾ November 2018 - Concluding Keynote Speech for ICoCQ 2018♾ 2011-2013 (GFF): design and organisation of a series of workshops on transformational technologies including Quantum Computing. The story: Everything started in 2011 and 2012 when, with the GFF U.S. Coordinator we identified Quantum Computing as one disruptive technologies - among others - for a series of workshops (intel and state security agencies of friends and allies, on invitation only) on transformational technologies, that took place notably in Washington DC, U.S., Singapore, and Roma, Italy.Great foresight indeed by the GFF as usual.I then put Quantum Computing ‘on the watch’ in a loose way.Signals strengthened with time until QIS could become fully an ‘issue’ in its own right. -
