Developed client’s strategy and technical narrative for a winning task order proposal to a US government IDIQ.

• Led and participated in US government business development and sales efforts. Duties included identifying opportunities, engaging potential clients, proposal writing, and developing partnerships.• Managed US government business pipeline from identification through gate reviews all the way to proposal submission using Salesforce and GovWin.• Oversaw the proposal process, including the assignment of writing tasks and development of technical and administrative volumes. During my time at Metabiota, I wrote 1 white paper for a new product, 1 grant proposal, responded to 5 RFIs, led the writing of the sample tasks for a potential 5-year, $120M capture, and led the development and submission of a winning proposal to the 10-year $8.7B JPEO CBD JE-RDAP IDIQ. I also assisted in the development of multiple other grant proposals and RFI responses.• Generated ~$1.3M in incremental, transactional sales onto existing contracts.• Developed alternative government market analysis for the company’s core software platform and provided inputs on potential USG client needs to the software engineering team.

• Responsible for the management of multiple international human and animal health related projects funded by the US government, totaling over $3.5M in a portfolio spanning Africa, Eastern Europe, and the Middle East. Duties included but were not limited to development and management of project plans, budgets, schedules, and performance, subcontractor negotiations and management, and reporting.• Managed two direct reports, 11 additional matrixed team members, and over 20 subcontractor and independent consultant personnel.

• Developed strategic plans and policy analysis with respect to the reduction of biological threats from especially dangerous pathogens and assisted in the development, management, and oversight of human and animal health research programs within Ukraine, Uzbekistan, and Southeast Asia for the Defense Threat Reduction Agency’s Cooperative Biological Engagement Program (CBEP).• Co-led the development of FY14 metrics for evaluating and reporting progress in achieving 1 of 2 primary program goals of the ~$300M CBEP program to the U.S. Congress.• Designed and implemented process changes in SharePoint to improve the workflow and increase transparency in the review of technical documents by our cross-functional matrixed team for CBEP.• Coordinated logistics for conference events involving stakeholders from multiple US government agencies and multiple countries.• Supported a large private non-profit organization’s work in global health by evaluating over 1600 grant proposals in 3 topic areas through 5 rounds. Made recommendations for improving the calls for proposals, leading to a 67% increase in responsive rate in one of the reviewed topic areas.• Provided biological expertise to a team that developed a bibliometric evidence-based forecast projecting technology developments over the next 15 years for the Office of Naval Research.• Supported business development activities through the authoring of white papers and responses to RFIs, the development of capabilities matrices, writing segments of proposals, and participating in proposal review teams.

• Designed and developed a prototype of a novel fluorescence detection device for high-throughput screening assays of monoclonal antibody and small molecule libraries using a multidisciplinary approach involving materials science, optics, immunology, surface chemistry, fluorescence chemistry, protein functionalization, and image processing.• Executed a proof-of-concept experiment of this instrument, the results of which were published as a peer-reviewed paper.• Filed a patent application on our screening platform, on which I am sole inventor.• Developed specifications for contractors and oversaw their work.• Oversaw planning of research activities for the company and managed and directed work with collaborators at M.D. Anderson Cancer Center (Houston, TX) and Hacettepe University (Ankara, Turkey).• Assessed potential exit strategies and developed an operating strategy for continuing as an independent company.• Prepared both business reports and technical documents for venture capitalists, pharmaceutical and biotech executives, and other investors.• Reviewed and analyzed scientific research across the pharmaceutical and biotech space for advances relevant to our project and evaluated competing technologies.

• Taught lab and lecture sections of introductory microbiology and pathology.• Developed teaching materials including slides, handouts, and exams.

• Developed and established proof-of-concept for a screen for mutants aberrant in the expression of the TCH4 gene in Arabidopsis using luminescent reporter genes.• Conducted a full-genome expression analysis for genes altered in expression after touch and darkness stimuli using microarray technology, identifying over 500 genes with touch-inducible expression and over 400 genes with darkness-inducible expression.• Wrote a software utility to simplify visual analysis of uniformity of microarray hybridization.
