- Proceed with the reorganization of the administrative structure in order to improve the efficiency of the borough's human, financial and material resources, in keeping with the city's strategic priorities and issues.- Implement a collaborative process with the administrative apparatus of the City of Montréal.- Implement the development vision for the village of Sainte-Geneviève and the area surrounding Gouin Boulevard in the context of the blue and green route, and lead the reflection on its redevelopment.- Implement new business practices based on the principles of continuous improvement (building management, complaint handling, road maintenance, sports building restoration and park improvement).- Implement the performance management workbooks according to the orientations of the general management: implementation of significant projects that subscribe to the Montreal 2030 vision, mobilization of employees (recognitions, luncheons, happy hours, benefit activities), offering improved services to citizens.- Manage and coordinate operations related to the state of emergency according to the measures established by the Centre de sécurité civile de la Ville de Montréal (2019 floods and 2020 plan, COVID 19 of the year 2020).- Issuing directives for the construction of the Jacques-Bizard Bridge and carrying out, with the Major Projects team, the pre-feasibility study and the entire construction program for the new bridge, as well as the rehabilitation of the existing bridge for inter-river pedestrian and bicycle traffic.- Make recommendations and participate in the project to create a large park in the west end of Montreal.- Follow up on activities with the Office of the Controller General, the Auditor General and the Office of the Inspector General to ensure compliance with the City of Montréal's operating rules (ethics and professional conduct, legal framework, contracting and hiring processes).- Prepare the borough's annual budgets ($11 million).

- Prepare with Concordia University a spatial planning concept to integrate new urban functions in the context of the arrival of MYM Nutraceuticals ($220M).- Analyze, implement and manage a new municipal governance according to the principles of Lean management.- Create and manage the project office: project portfolio management; funding programs, etc.- Prepare and monitor City Council files and budget.

To provide training in municipal financial management and leadership to municipal policy makers.

- Carrying out and managing municipal projects: urban planning by-laws, urban development plan (1,000 units), renovation of the presbytery ($1M), construction of the library in the heritage church ($3.1M), development of the municipal park ($4M), sanitary sewer project (FEPTEU program - $22M).- Implementing financial management strategies and meeting with political decision-makers (deputy ministers, ministers, members of Parliament) in order to obtain the necessary funding for the realization of large-scale and structuring projects.- Organize and lead "shoulder lake" sessions with elected officials and management staff to analyze municipal issues and develop development objectives and actions.- Write professional calls for tender and supervise consultants (urban planning, architecture, engineering).- Search for public financing programs (government, MRC, private) for the realization of municipal projects.

- Carry out and manage the construction project for the Maison du citoyen and the village square after signing on behalf of the City of Montreal the purchase of the institutional building on Notre-Dame Street belonging to the Congregation of the sisters of Notre-Dame (Pointe-aux-Trembles).- Using management tools (value chain, flow chart, Gantt chart, Lean management, performance indicators), direct the realization of complex and unique projects for the development of Old Pointe-aux-Trembles (development of the Place du village, construction of the Maison du citoyen - "LEED Silver" certification, replacement of infrastructure networks, burying of the cable network, search for public funding, etc.). - Ensure the application of the Montreal East Action Plan resulting from the Montreal Economic Development Strategy 2011 - 2017 adopted by the City Council. - Participate in the selection committee (City and SIM) for the analysis of bids for the deployment of a radio communication system for civil security purposes on the island of Montreal ($45M project). - Analyzed and approved the high-density integrated residential development project following TOD principles (Sherbrooke Street and near the Pointe-aux-Trembles station). - Prepare and manage the budget ($60M) and the ITP, five departments, 320 unionized and non-unionized employees. - Ensure the realization of projects related to the enhancement of urban and natural spaces: Local Sustainable Development Plan; Waterfront Master Plan; Urban Parks Development Program. - Participate with the Office of the Comptroller of the City of Montreal in the realization and follow-up of the management audit (analysis of construction permits and financial management). - Implementing river travel arrangements to provide a transportation alternative between the borough and downtown Montreal.

- Carry out and implement the 2009-2014 strategic plan following a participatory approach (regional summit, issues, principles and values, mission, vision, strategic directions, preferred interventions, results).- Proceed with the rehabilitation of the management of the regional nature park of Long and Montauban lakes of the MRC.- Manage the activities and resources of the MRC: Preparation and follow-up of council meetings, council commissions and the public safety committee, budget planning and financial management, administration and selection of personnel (management, unionized and contractual), job descriptions, communications.- Assume responsibility for the MRC's sectors of activity: land use planning and development, property assessment, watercourse management, fire safety coverage plan, cultural development, management of the Regional Nature Park and the Jacques-Cartier/Portneuf bicycle path.- Coordinate the follow-up with MAMROT and the Deputy Minister in the process of analyzing the conformity of the MRC's land use and development plan with government orientations.- Manage programs and agreements with Quebec government departments and regional partners (CRÉ, MAMROT, MTQ, MCCCF, Bureau de la Capitale-Nationale, MRNF, CLE, SADC, etc.).- Ensure effective collaboration with the CLD de Portneuf for the application of programs and budgets.- Implement management principles based on continuous improvement and total quality of customer services (project priorities, performance objectives, staff motivation, communication, processes).- Negotiate the new collective agreement for MRC employees and the agreement on phased retirement.

- Lead and carry out projects, workshops, strategic studies and planning tools, such as - Communauté métropolitaine de Québec (CMQ): Strategic vision for the development of the river and its shores aiming at the respect of landscapes, the protection of natural environments, port development and the integration of housing projects. - City of Quebec : Concept and strategy for the development of Sainte-Anne Boulevard and its surroundings (including the d'Estimauville pole, TOD principles) under four areas of intervention (economic development, transportation, urban planning and urban design), including an investment program ($65M). - City of Lévis : Planning for the economic hub of Saint-Romuald and the bridgehead (including the road network) as part of the urban plan review.- Prepare proposals for professional services to cities, regional entities, contractors.

- Implement the land use and development plan for the UCC (3rd generation) and the new City of Gatineau (4th generation), adapting it to urban management policies following municipal mergers.- Implement projects, which subscribe to the concept of sustainable development, as part of urban and regional planning efforts, taking into account the NCR's public stakeholders: - Interprovincial bridge and transportation systems planning; - Integrated development concept and strategy for the Ottawa River, including protection of natural environments and recreational tourism development; - Strategy for the organization and location of economic spaces and employment centres; - Spatial development concept and urbanization management.- Prepare symposiums (i.e. Montebello and National Capital) on the blue and green corridor of the Ottawa River, linking the Montreal metropolitan region and Lake Témiscamingue.- Prepare and carry out a mission to China to develop business ties and economic promotion with the City of Gatineau.

- Analyze comprehensive development plans and make amendments to zoning, subdivision and building regulations.- Manage a team of building inspectors and residential restoration programs.- Prepare Planning Advisory Committee files and prepare minutes and recommendations for City Council.- Manage government residential restoration programs (LOGINOVE, RRAP).- Accompany real estate developers in the realization of urban projects.- Analyze construction requests and issue permits and certificates when in compliance with urban planning regulations.
