Pioneered the CIS BU's adoption of alternative power solutions, significantly improving site reliability with high-capacity batteries and solar panels, marking the network's best availability in three years.• Spearheaded the expansion of the 3G network, doubling coverage and throughput, and executed the deployment of 4G services in Dushanbe.• Directed comprehensive retrofit projects to make the network 4G ready, involving upgrades to HLR, PS Core, and the Base Station Subsystem. Established and managed KPIs and SLAs to align with company-wide goals and stakeholder expectations.Greenfield Projects and Technical Due Diligence:• Led the greenfield launch of Intergroup Telecom's network, overseeing deep-dive technical analyses, due diligence, and Phase 1 launch preparations. Achievements included optimal site selection, installation verification, OSS/BSS integration, and tariff strategy development. Successfully navigated and resolved regulatory and financial discrepancies, and revised HR policies in accordance with local labor laws.

Strategic Leadership and Innovation: Spearheaded the strategic planning and development of the Technology department, covering a broad spectrum of Telco disciplines including Core, RAN, IT, Billing, and Interconnection. Established and managed KPIs and SLAs to align with company-wide goals and stakeholder expectations.Greenfield Projects and Technical Due Diligence:• : Pioneered the establishment of Yozma Timeturns’ headquarters and DataCenter, alongside Phase 1 RAN sites. Executed comprehensive radio and transmission planning, core and billing system installations. Built and mobilized an initial team for site acquisition, power setup, and civil works. Secured optimal frequencies for radio and transmission, laying the foundation for network deployment.

Within the same holding, owning Azerfon, was assigned to role of Operations Director to new, sister, company aiming to become transit operator, connecting other countries between each other.- Supported finishing DWDM tender and selecting right vendor- Supported project implementation on major stages (contract preparation, delivery, customs clearance, site preparation, delivery and I&C, integration of nodes) and successfully implemented Stage1 network consisting of 11 hops, - Finalized access to Russian internet segment- Performed negotiation with other IX-providers regarding internet and voice exchange- Performed integration between Aztelekom international voice exchange and Azerfon

Strategic Initiatives & Tender Management:• Collaborated closely with CxO peers in strategizing and participating in all key initial tenders, covering telecom equipment, billing & VAS systems, civil works, and customer care services.• Played a crucial role in establishing foundational telecom infrastructure, including field maintenance, SIM card provisioning, SCCP/GRX, and data warehouse (DWH) systems.Network Launch & Operational Leadership:• Directed the operations department, leading the launch and integration of the core, RAN, and TX networks, and ensuring their ongoing maintenance.• Spearheaded the introduction of national roaming, setting a precedent for enhanced network accessibility and customer reach within the country.Innovative Solutions for Market Expansion:• Initiated the launch of Dual IMSI technology for international roaming, a strategic move that significantly propelled initial sales and improved market penetration.• Led efforts to enhance customer satisfaction and operational efficiency through innovative telecom solutions and services.

Remote assignment to help local team launching the network.- Within Satellite directors team took part of all major initial tenders – Telecom Equipment supply and implementation, Billing & VAS systems, Civil Works, Care services, Field maintenance, SIM cards, SCCP/GRX and DWH, etc.- Supervised on-site technical network launch including integration of Telecom and Billing/VAS systems between #Huawei #MSC, #HLR and #CBOSS #IN, #SMSC and other platforms. In close cooperation with local team and vendor experts successfully performed First Call and interconnection with other operators- Successfully hired CTO for Cambodia operations and helped to establish Technology department within company

Mission: To take over from Sales team Supply and Installation contract for 6 Next Generation Voice Mail systems country wide and deploy it for MTS. To provide support for rest of the Customers in Russian region (Vimpelcom, Megafon)Achievements: Successfully performed preparation of the project installation and commissioning data. Supervised equipment delivery, HW installation and SW commissioning on site. In close cooperation with Customer’s specialists performed system integration with Core systems and prepared system for Provisional Acceptance.

Together with my team we deployed- GPRS- MMS & WAP Gatewayalso managed SMS-based VAS applications, which were either developed in-house or by Content providers.- Took part of in-house Application development aiming to help Customer Care retrieve actual subscriber status from HLR. In particular, developed interface via TELNET, to run MML commands on HLR, parse response and put it to Oracle DB, which then was shown on CRM screen.- Took part of in-house Application development for SMS-Roaming development. In particular, retrieve SMS-request from subscriber, read HLR-profile and send respective MML-commands to change status- Developed Ericsson ASN.1 CDR parser for GPRS and MSC CDRs. In particular, it helped to create data usage statistics aiming to help Marketing understanding subscriber’s behavior, helped security dep-t to search for stolen phones by tracking IMEI in offline mode- Managed PABX system, deployed distributed sites across Capital in order to support several branches, as well as Call Center.
