About Dmitry Kotov, Esq.
I am currently the deputy general counsel of EDX Markets. Previously I worked at Miami International Holdings (the MIAX Exchange Group, together with the Bermuda Stock Exchange and the Minneapolis Grain Exchange) and a Hofstra Law School graduate. I am admitted to practice law in New York and New Jersey. I have a background in finance and economics, which led to my interest in the field of financial regulation and moreover, new product development. At MIH I focused on working with teams across all departments to assist with day-to-day legal matters, as well as new employee training, and developing an ESG program. However, my main focus and expertise is within the new product group and strategic investments and opportunities. I worked closely with senior management to help identify, onboard, and launch new products, both proprietary and as joint ventures, most notably the SPIKES volatility index suite of products. I also have deep knowledge and experience in regulation of digital assets as well as their lifecycle development both in the US and internationally. While attending law school, I advanced my knowledge of financial regulation by writing a number of articles discussing various issues involving financial reform. For example, I wrote an article discussing how the Federal Reserve failed to address the goals of the Dodd-Frank Act by substantially adopting Basel III as its regulatory framework. I also wrote articles on topics including the need for simpler mortgage disclosures as required by the Dodd-Frank Act; the application of the 546(e) bankruptcy safe harbor provision to Ponzi schemes and leveraged buyouts; and the necessity for government regulation of bitcoin transactions.Additionally, as an intern for organizations such as the SEC and DOJ, I gained practical experience by applying what I learned in law school to a variety of cases, which included determining the scope of a Ponzi scheme; and identifying securities fraud involving bitcoin. I then applied these experiences to my role as Managing Research Editor of the Hofstra Journal of International Business and Law; spearheading a team to assist a former Federal Prosecutor with his publication on the extraterritorial application of the RICO statute by US courts. Through these experiences I have continued to refine my researching, writing and leadership skills. My goal is to continue gaining experience to further expand my understanding of financial regulation, new product development, and the impact it has on other areas of law.
