I'm a civil engineer with over 25 years’ experience identifying and solving challenging problems in both the natural and built environments. I specialize in the cleanup and redevelopment of Brownfields into both residential and commercial properties. I provide responsive construction support including the design and implementation of Vapor Intrusion Mitigation Systems (VIMS), Construction General Permit stormwater pollution prevention plans (SWPPPs), naturally occurring asbestos (NOA) dust management plans (ADMPs), perimeter monitoring for NOA, fugitive dust (PM10), and the evaluation and removal of hazardous materials including polychlorinated biphenyls (PCBs) during demolition activities. I am also very effective at providing actionable litigation support including expert testimony and deposition for compliance with the National Contingency Plan (NCP), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Toxic Substances Control Act (TSCA), and the identification of potentially responsible parties (PRPs). In previous careers, I've been an advisor on strategic nuclear war plans (SIOP, OPLANs 8044/8010), a member of the Intelligence Community (DOE FIE/DIA JWS4), a geochemist, a materials engineer, and an organic farmer.

A follow-up Phase II ESA identified the presence of up to eight feet of undocumented serpentinite-containing fill with 10% NOA across eight acres at the former military facility.• Developed and implemented a work plan to perform closure activities at an electroplating facility that had been operating for over 35 years prior. Clean closure was achieved, and no further actions were required.• Project manager for multiple Hibiscus Properties, LLC (Facebook), hazardous materials surveys and industrial hygiene personal monitoring at commercial properties acquired by Facebook in Menlo Park, CA. Contaminants of potential concern included PCBs, asbestos, and lead. These projects were successfully completed to the satisfaction of the client, where “time is of the essence”• Provided support to multiple senior living facilities where residents had contracted Legionnaire’s disease. Developed Water Management Plans for the remediation of Legionella from in-premise plumbing and to prevent reamplification of Legionella at the facility.
