• Brownfields redevelopment including environmental investigations, remediation of groundwater contaminated with chlorinated solvents, excavation of PCB-contaminated soil, installation of vapor intrusion mitigation systems, and negotiation with regulatory agencies.• Identification of potentially responsible parties (PRPs) through source assessment, specializing in the congener fingerprinting of PCBs, Dioxins/Furans, and PFAS.

• Successfully developed and implemented work plans for hazardous materials facility closure and CA Title 17 lead abatement at a former indoor firing range. Successful implemented a CA Title 17 lead abatement work plan to reopen a gymnastics school contaminated by unauthorized releases of lead dust from an adjacent indoor firing range. Performed a remedial investigation under the oversight of the DTSC for on- and off-site hardscape and soils for the unauthorized release of lead dust at a former indoor firing range.• Development of Legionella Water Management Programs and Legionella testing at senior living facilities and commercial facilities idled by COVID-19.• Synthetic turf consulting services including NEPA compliance, PFAS testing, the development of bid specifications, and acceptance testing of synthetic turf products.

• Performed cost allocation and apportionment analysis for unauthorized releases at a solvent reclamation facility located at the Port of Seattle. Identified a previously unknown manufactured gas plant adjacent to the site which appears to be a potential source of the PAHs identified in sediments.• Provided litigation support to defendant (oil producer) who was being sued by a nut orchard farmer who claimed that the production water (brine) from the defendant’s wells was causing stress and die off of trees in the affected nut orchard. The identification of the probable source played a significant role in negotiations with the plaintiff’s attorneys.•Assisted with the review of a multibillion-dollar insurance claim for the remediation of multiple nickel, cobalt, and copper mines, smelters, and refineries located in Canada. Our analysis and evaluation of proposed mine closures, remediation methods, and costs led to the reduction of several hundred million dollars in estimated closure and remediation costs. •Provided acceptance testing services to multiple synthetic turf manufacturers to qualify to bid on synthetic turf projects for the City and County of San Francisco.

•Provided construction support for several high-profile capital projects for the San Jose Water Company. Services included hazardous materials analyses which significantly reduced the projected cost for removal of PCBs and asbestos during demolition, preparation and implementation of ADMPs to comply with BAAQMD requirements, installation of a PM10 perimeter air monitoring networks, monitoring of a Risk Level 2 and 3 SWPPPs.• Performed Phase I ESAs for the USPS, multiple REITs, school districts, and city agencies. Performed a Phase I ESA for a four-city block area in support of the County of Santa Clara Civic Center Master Plan. This Phase I ESAs identified several RECs at the site of a former military facility. A Phase II ESA work plan was designed and implement to investigate the identified RECs. A follow-up Phase II ESA identified the presence of up to eight feet of undocumented serpentinite-containing fill with 10% NOA across eight acres at the former military facility.• Developed and implemented a work plan to perform closure activities at an electroplating facility that had been operating for over 35 years prior. Clean closure was achieved, and no further actions were required.• Project manager for multiple Hibiscus Properties, LLC (Facebook), hazardous materials surveys and industrial hygiene personal monitoring at commercial properties acquired by Facebook in Menlo Park, CA. Contaminants of potential concern included PCBs, asbestos, and lead. These projects were successfully completed to the satisfaction of the client, where “time is of the essence”• Provided support to multiple senior living facilities where residents had contracted Legionnaire’s disease. Developed Water Management Plans for the remediation of Legionella from in-premise plumbing and to prevent reamplification of Legionella at the facility.

• Environmental forensics analysis, environmental litigation support and testifying expert witness services for CERCLA 107(a) cost recovery actions, development of clean technologies (cleantech) for electronic waste (e-waste) recycling, soil and groundwater remediation, and drinking water treatment.• Developed environmental testing protocols for the acceptance testing of synthetic turf for high-visibility capital projects funded by the City and County of San Francisco.• Business intelligence and technology analysis to support investment in cleantech.

• Provided litigation support and expert witness testimony on contaminant source evaluation, contaminant fate and transport, remedial investigation and feasibility studies, estimation of necessary remedial costs, and regulatory compliance.• Completed geochemical assessments of contaminated soil and groundwater at mines, industrial facilities, and other sites in support of risk assessment activities, remedial investigations and feasibility studies, remedial design, and negotiations with regulatory agencies and insurance carriers.• Applied environmental forensics methods to locate the origin of sources of contamination, to identify potentially responsible parties, and to support cost allocation negotiations.• Analyzed treatment technologies and designed bench-scale experiments for the in-situ remediation of perchlorate, metals, pesticides, and chlorinated solvents in vadose zone soil and groundwater.• Performed environmental reviews and investigations to support real estate acquisition decisions and cost negotiations.

• Created and led a research program that developed and field-tested technologies for the effective removal of arsenic, hexavalent chromium, and perchlorate from drinking water. The success of this program led to a $13 million congressional appropriation to support follow-on work.
