Julia A. Doherty, M.H.S.A., is a Senior Research Director at L&M Policy Research. She has over 30 years of experience in healthcare management, policy, and research. She held executive posts in a health maintenance organization, a major academic hospital, a community health center, and a management consulting firm prior to joining L&M. She has since led multiple qualitative and quantitative research efforts conducting program assessments, performing data and program analysis, and model evaluation. Ms. Doherty has facilitated multiple national and state stakeholder meetings and managed national expert panels on healthcare delivery and payment reform. She has conducted over 1,000 key informant interviews and case studies nationwide with key healthcare executives and staff across multiple settings with providers, payers, state agencies, suppliers, manufacturers, researchers, experts, patient advocates, beneficiaries, and other stakeholders. Ms. Doherty’s work at L&M focuses on health delivery systems improvements, Medicare, and Medicaid value-based care models and serving vulnerable populations. As part of this work, she has contributed to evaluations of accountable care organizations (ACOs), and transformation models and programs across the care continuum, many of which were for the Centers for Medicare & Medicaid Services Innovation Center. She currently contributes to projects examining various aspects of quality, reimbursement, access, efficiency, and health systems transformation. Ms. Doherty co-leads the primary data collection and analysis for the CMS ACO Realizing Equity, Access, and Community Health (REACH) Model evaluation with the National Opinion Research Center at the University of Chicago (NORC). She also leads qualitative research projects for the Medicare Payment Advisory Commission, most recently examining hospital discharge planning. She supports L&M’s team building a business case to advance health equity for the CMS Office of Minority Health.

The Montgomery Cares Advisory Board (MCAB) guides the development of policies and programs to serve uninsured and underinsured Montgomery County, Maryland. The programs support residents in accessing high quality and efficient healthcare services including primary, specialty, dental, and behavioral healthcare services. MCAB advises the County Council and Department of Health and Human Services on all aspects of healthcare for the under- and uninsured.

Conducted multiple studies on behalf of Lewin clients to including two studies for MedPAC about hospital charge structures and developing a payment structure for pharmacy handling charges in outpatient pharmacy departments; and multiple reports on oncology services including an evaluation of a CMS oncology demonstration project; a study on the support services provided by office-based oncology practices; and a report on understanding components, economics and barriers to cancer clinical trials.

With 25 years experience in healthcare management, policy and research, Ms. Doherty held executive posts in a health maintenance organization, major academic hospital, community health center and management consulting firm prior to establishing her own firm. She has worked on projects with the Centers for Medicare and Medicaid Services, the Medicare Payment Advisory Commission, and the State of VT Department of Health in addition to working with divergent organizations to develop collaboration in terms of quality and health systems improvements. Ms. Doherty worked for six years in Europe advising German hospitals facing the introduction of DRGs and required changes in response to economic pressures, as well as with the broader community on breast cancer issues. Ms. Doherty has published in European and American journals on a variety of healthcare topics.

Ms. Doherty has helped manage key components of multiple qualitative research projects with L&M Policy Research for CMS and NCI. She has brought together expert panels to include health plan executives, chief medical officers, physician specialists, disease management vendors academic, research and policy advisors to guide the research efforts on characterizing care and disease management in MedicareAdvantage plans as well as evaluate CMS/NCI's 2006 Oncology Demonstration Program (Validation Study). She leads the stakeholder interview and case study portions of such research. She worked closely with The Lewin Group, L&M Policy Research and Navigant on Medicare related evaluation and training programs to assess the current training program and work with CMS/regional offices developing protocol/training materials to ensure consistency in review Medicare marketing materials.
