As Chief Solutions Architect for the New York State (NYS) Public Safety Cluster, I led and directed all aspects of software architecture across more than 100 concurrent projects. These initiatives supported key agencies, including the New York State Police, NYS Parole, NYS Corrections, and the NYS Division of Criminal Justice Services.I collaborated closely with agency managers to ensure compliance with State and Cluster standards. In parallel, I coordinated feedback and recommendations from development teams and my architecture team, presenting them to the State CIO to influence the adoption of new standards and guidelines.My role balanced strategic oversight and hands-on leadership, ensuring that critical public safety systems were designed with scalability, security, and consistency across agencies.

Designed and developed web services to support the NY SAFE Act Assault Weapons Registration project including acquiring DMV license data, running NCIC stolen gun and NICS check inquiries. Led the NY State Police development team that provided the public interface to registering assault weapons. All running on a WebSphere (Application Server, Portal, and DataPower) platform.Architect and technical lead of many complex systems including major portions of the New York Statewide Police Information Network; a multi-portlet system used by all New York State law enforcement to inquire on everything from revoked driver licenses to stolen guns, wanted and missing people and other related inquires. Chaired a cross agency Integrated Justice User Interface committee. Set and documented standards for web applications that provide for usable and accessible (section 508) interfaces. Provided design and implementation reviews and approvals for all applications falling under these standards. Liaison to the NYS Integrated Justice Portal Architecture Team. Researched, recommended and approved of enterprise architecture standards for both Integrated Justice and New York State Police using service oriented architecture (SOA) methodologies. Directed all aspects of web application development. Set technology standards and governance policies. Mentored and supervised applications development staff.Designed, developed, administered and otherwise managed all internal and external websites (New York State Police Internet, Intranet, AMBER Alert, TraCS, and Trooper recruitment websites). Member of the NYS AMBER Partners board. Make recommendations and decisions on how to improve AMBER processes. Responsible for all technology related to disseminating a New York State AMBER Alert.Developed, maintained, and documented a web-based traffic violation and accident data movement application used by local law enforcement agencies and state agencies (TraCS Data Movement).

Designed, developed, documented and maintained various client/server and Intranet applications while working at the NYS Office of Temporary and Disability Assistance. These application include a state contracting system and a Civil Service eligible list tracking system. Both systems required administrative Windows applications developed in VB6/VB.NET as well as Intranet enabled front-ends, developed in ASP, HTML, ASP.NET, JavaScript, and XSL. Designed, developed, and maintained a help-desk web service application designed to manage bugs and requests as well as assist technical support personnel by offering a means of workload organization. Redesigned and supported the agencies Intranet from static HTML to a dynamic ASP and database driven web site. Engaged in process management including defining best business practices, guidelines, and standards.

Organized and managed the initial Quality Assurance team and testing environment for Lycos Communities, and Lycos Search products. Created training documentation and test plans for major products including Hotbot search and Lycos search (www.hotbot.com, www.lycos.com). Designed developed and implemented client/server computer and web-based applications including specialized application load testing and increased day-to-day efficiency programs.
